Tomorrow my group will probably be playing the climax tomorrow, but I'm stumped for ideas, could you guys give me a hand with making my BBEG?

The only thing is the BBEG has to be an elven wizard as that is what the mayor told the players, apart from that, anything goes.

Feel free to tell me to sod off if you think I'm asking too much or if this is the wrong forum.

EDIT: Agh, forgot the most important thing, players are level 5.

Error: too few parameters specified.

I (and I suppose "we" as well) need a lot more information to give any sensible advice.
Some questions:
Is the end of your campaign tomorrow?
If so, why haven't you got a BBEG introduced to your PC already?
If all you actually want is a boss fight then there's loads of interesting NPCs all over the tubes, for example on the Wizard's website.

Is an elven rogue with max ranks in UMD out of the question?

Any specific subrace? If not specified, Grey Elf, they're good wizards.

Secondly, specialize in transmutation or necromancy, or possibly conjuration. Away with Evocation and Enchantments.

Or get creative and make him specialize in illusion or divination. Have him turn the town against itself without ever casting an outright offensive spell.

Yes, the end of it is tomorrow.
The BBEG hasn't been introduced caus he's holed up at the bottom of his dungeon, but now you mention it, it's really just a boss fight I need.

I'm just confused about what spells and levels such I need to give him.

Try a plot twist, after killing him the PC's return to the mayor, only to find the entire town has erupted to chaos, burning buildings, all that fluffy stuff. The wizard in the dungeon was a decoy, and this is the real deal.

Ok, clear. You have to ask yourself what style the wizard uses and pick spells from there. Is it a blaster, a mind bender, a battlefield controller, a save-or-die/lose type (usually not fun for PCs to deal with).

Each style has its own definitive spells: Fireball is obvious for the blaster, dominate for the mind bender, grease is a nice battlefield control spell as is Stinking Cloud, Deep Slumber works very well as save or lose.

Make it so your elf wizard had dreams of becoming a fighter, but was too frail, so he turned to magic to increase his power. Give him lots of buffs and Touch attacks. Mag Armor + Shield + Magic Weapon + Bulls Strength etc. Hell, give him a Belt of Battle (Magic Item Compendium). The fact that the players won't be able to use it should counteract any brokenness.

I'd definitely go battlefield control specialist because if the players can catch up to and surround the wizard, it's over (assuming that he's alone, he's different from your PC wizard in that he doesn't have 3 people protecting him). Assuming that's he's like level 7 or so, just Evard's Black Tentacles the party as soon as possible, belt out Glitterdusts, Slows, Stinking Cloud, and all that good stuff as necessary. Oh, and Polymorph into something fierce (preferably beforehand, just so long as the players know that this IS the elf - at worst, the spell ends if you die, so they'll know at that point) just in case.

Grey Elf is a good thing, like the other guy said.

Don't give him a Belt of Battle because a 7th-level NPC only has 7200 GP to spend, and a level 5 character should not have access to an item with that kind of power anyway (after they slay it). Things like a + int item and defensive items are good,

Something with illusions or shapeshifting disguised as an elf, which is actually something far more horrific, with arcane casting powers of some sort.

Because that is always awesome. Although if it is just a boss fight you are looking for, stuff like that doesn't really matter as much.

Have some premade pits in-between him and the entrance, use silent image to mask the top. Will it be just the wizard or will there be a few lackeys? tangle foot bags are always handy as it's just a ranged touch. Definitely a headband of int though.

Illusioned Illithid Wizard/Sorc
Have the baddy escape through some magical amulet fo recall, then he's recurring unless someone got their hands on a ring of jump...

use illusions and go for spells/psionics that will hobble the PCs ut not kill them outright, like grease so they are prone for awhile bu tnot outright useless
