Basically, you start with a certain number of points, and 8 in all stats. Then you spend those points to raise your stats. You can pay 1 point to raise a stat to 9, another 1 to raise it to 10, etc. However, it gets more expensive to raise a stat the higher it goes. So it costs a lot more points to go from 17 to 18 than it does to go from 8 to 9.

I'm not sure on what the "prices" are off the top of my head, perhaps somebody else can post them.

The more you invest in an ability, the more it costs to raise it.
For example, to raise a score from 8 to 9, it only costs 1 point. This continues until 14. However, to raise a score from 14 to 15, you need to pay two points. Basically the point cost is equal to the bonus that ability score gives.

The DMG outlines this simply in a chart. Just look for the score you want to raise your ability to, and spend that much.

This page does the math for you:

The cost of base stats is as follows:

8 - 0
9 - 1
10 - 2
11 - 3
12 - 4
13 - 5
14 - 6
15 - 8
16 - 10
17 - 13
18 - 16

And you add racial modifiers after that. It's very simple.
