I thought of something while reading through expedition to Underdark, what if cloister is merely the anti-scrying/anti-teleport spells that Halaster cast on the Undermountain?

Then what difference does it make?

This seems unlikely. Due to the fact that Celia and Tsukiko can warp within the effect of Cloister, it seems unlikely that it interferes with teleportation.

That is a good point, FujinAkari (I'd assumed teleportation would be blocked (at least for everyone but the caster) due to it appaently being stored in Durukon's headband, which would makke sense for making his fortress more secure).
