One of the main countries in my current homebrew world is a hobgoblin "rebublic" whose legal system revolves around war. I think that the hobgoblins in the MM get a very raw deal with regards to their level adjustment, and, in addition, the bonus to Move Silently checks doesn't really make sense. Since I want hobgoblins to be a more substantial part of the world, I created my own hobgoblin subrace, the Iron Hobgoblins, detailed here (http://arioch.wetpaint.com/page/The+Iron+Hobgoblins).

Too good? Balanced? Still underpowered?

Well, this is effectively two free ToB manuevers (level 1 from certain schools only?) to compensate for removing the stealth bonuses, and keeping the LA the same. As I can say that I'd probably consider playing one for a melee type, so it's certainly better than the original. I'd say this might be roughly on par with Half-giants (XPH), so it's probably a reasonable way of doing this.

Now, for those of us who didn't buy The Book of Nine Swords... I think we still have a little work to do...
