If an armor or shield that provides the Fortification property is bypassed (for example, by a weapon with the Phasing or Brilliant Energy properties), does the wearer still get the benefit of the Fortification property?

Yes, Brilliant Energy only ignores armor and shield bonuses to AC. Not any other bonuses that the armor gives.

In case of Brilliant Energy, yes.


Brilliant Energy: ... Armor bonuses to AC (including any enhancement bonuses to that armor) do not count against it because the weapon passes through armor.

Brilliant Energy weapons can only ignore bonuses to AC, which fortification is not.

In case of Phasing it becomes slightly more complicated.

Phasing ignores "a single solid obstacle", but Fortification is "a magical force that protects vital areas of the wearer more effectively."
However, Phasing also says "ignore ... armor of the target", without specifying anything in regard to enhancements and special abilities, so presumably the whole armor (including the Fortification "magical force" enhancement) is ignored.

Q 708: Can the spell Heroics, from the spell compendium, be used to give a target an epic feat from the epic fighter's bonus feat list, assuming the target meets all of the prereqs (including 21+ HD)?
