In one of Vergadain's portfolios he is the god of non-evil thieves. But in his cleric alignments you can be a NE cleric. I know it is possible from the rules that a cleric can be 1 step away, but what could a RP reason be? Can somebody explain this or put this perspective for me.?
Any input would be appreciated

It's like how Saint Cuthbert is Lawful Neutral but isn't supposed to have Lawful Evil worshippers. Sometimes the concept for a deity doesn't quite sync up with the mechanical requirements, so they make an exception.

In the case of St. Cuthbert, he predates 3e's 1-step rule by a couple decades, so he makes a bit more sense.
