Total Newbie Question

Ok, so I downloaded Inkscape (the new one), and I can't open it. I realize that there's probably a very simple solution to this, but I'm totally stumped. Sorry to ask, but do I need another program just to open Inkscape, or which program inside the download opens it?

What operating system do you use? Windows? Mac OS? Jasondows?

Sorry, should have mentioned that. I'm on Windows (Vista I think).

They havent released the newest version for windows yet.

So I should just download the earlier version, or should I wait it out for the new one? (main question there being could I update the older one?)

edit: is there a certain version that's best for windows? like the .exe one or something?
