I need a spell, lowest level possible, that can generate a cyclone or tornado that can get the highest windspeed possible.

Something a little better than the PHB's Whirlwind, which is honestly, very lackluster.

Summon Monster III gets you a Small Air Elemental. That close enough to what you're looking for?

Eh, I guess I should be more specific, I need very high windspeeds, like, 75-100 MPH, and there's no where that specifies what speed an air elemental can get.

D&D never is clear on speeds. Someone here probably has both the math abilities and the spare time to calculate the speed for a small air elemental by comparing the damage dealt to the damage needed to sunder a tree, but really, at that point you should just talk to your GM.

I believe Stormwrack and Sandstorm both have weather related spells... You may want to check them.

The lowest level spell that creates a tornado is probably Dust Devil. That's not a particularly strong tornado, though, but level vs. power is a trade-off.

The higher-level variant is arguably Control Winds.

Movement speed for an air elemental is 100 feet per round. That's base movement so I assume they can manage a 4X run for 400 feet per round. One round is 6 second so that's 400 feet per 6 seconds or 4000 feet per minute or 240000 feet per hour which is about 45 miles per hour.

You could increase this a bit using the haste spell (and maybe expeditious retreat?)

I'm looking to power an airship using a permanencied tornado inside a metal tube that turns a turbine to generate thrust. The faster the tornado, the faster the turbine= more thrust. It's a work in progress, and the only thing I found in the SRD is the Whirlwind of Suck, which is Druid 8, Air Domain 8, and all useless for my purpose.

Really, having a quick tornado as a 5th level spell would be awesome. Thanks for the hints on Stormwrack and Sandstorm, I'll give them a look.

Cyclonic Blast (SC) is a 5th level line spell that goes up to 15d6 damage, bull rushes with +12 and blows through stuff. Give it a try.

Who could imagine a blasting spell would be the chosen one. Btw, when I want to blast, I always take it. Untyped damage = fun.
