Depends of Whether you believe the Faq.

What FAQS says: You apply PS when beneficial to you: However, their example is -3 +1d6 + 4 PS (if caster lower than HD).

They don't explain why it isn't:
-3 +4 PS (up to HD) +1d6.

So basically, depends on whether you follow the FAQs advice.

So Practiced spellcaster would act more like insurance your spell level isn't less than your full caster level?

Personally, by applying common sense to the situation (and ignoring what the FAQ says), I'd think that because the +1d6 CL adjustment is situational for each spell, PS should apply first (because it's a constant modifier). The text in the Wild Mage class says:

Wild Magic: A wild mage casts spells differently from any
other arcane spellcaster. She reduces her caster level by 3 for
all spells she casts from now on. However, every time she casts
a spell, her use of wild magic adds 1d6 to her adjusted caster
level. For example, an 8th-level sorcerer/1st-level wild mage
has a base caster level of 6th, not 9th, but her actual caster
level varies from 7th to 12th for every spell she casts. Caster
level affects all level-based variables of a spell, including spell
penetration checks.
(Emphasis mine). So whenever Quodus the 12th level Wildmage who has the PS feat is NOT casting a spell, his CL is (12-3+(up to 4))=12. I'm sure we all agree on this. When he casts a spell, his CL should be increased by +1d6, right?

(Interestingly, by RAW, a wiz 3/clr 3/Mystic Theurge X/Wild Mage Y casts ALL his spells, both arcane and divine, with -3+1d6 to his CL. I bet someone can make a very cheesy build using this fact. Actually, knowing the CO boards, someone likely has already...)
