That's an interesting idea, but I think it was just a reference to Soverign Glue killing hair follicles rather then foreshadowing.

Nah, I don't think it's anything special. There are some glues that kill the hair follicles.

Not impossible it is foreshadowing. Our writer plans far enough forward and a situation where Elan immitates Nale is not that impossible. And it shows no other obvious purpose.
