As best as I remember, "Confusion" is not a dismissable spell.

How can you get rid of it from an

A) Ally

B) Enemy (If, say, he has a nasty habit of attacking the caster every round)

Dispel it.

Well, confusion only lasts 1 round/level... so either wait it out or dispel it. Insanity, on the other hand, is permanent and can only be cured with the following:

Remove curse does not remove insanity. Greater restoration, heal, limited wish, miracle, or wish can restore the creature.

Is "insanity" available to bards? If so, what level spell?

As far as I know, it's only a Sor/Wiz spell of 7th level. So a simple DC 27 UMD check to cast it from a scroll.

There is a bard spell... 5th level I think... in Spell Compendium called Bewildering Whispers... It's not permanent, but it does have confusion effects in an area of effect.

Yes and no.
No, it isn't a true Bard spell.
Yes, they have on their spell list "loosely". A Bard who summons a Archairie can do insanity.
They are giant dodo bird (what they look like) outsiders that can cause insanity by their smoke cloud auto hit attack (Save Partial or insanity).
SM IV summons one. 4th level spell. They are in the Core Monster Manual and are LE. So while useful, can't do that regurly around Paladins.
