Let me start off by saying that I love Warhammer, but cannot pick an army. The one type of army I would like to play is Halflings, but they only have two units, the fighting ***** (http://store.us.games-workshop.com/storefront/store.us?do=List_Models&code=305170&orignav=301082&ParentID=255231&GameNav=13) and the halfling hotpot (http://store.us.games-workshop.com/storefront/store.us?do=List_Models&code=305172&orignav=301082&ParentID=255230&GameNav=13), and those are in the dogs of war army. So, that being said, could the playgrounders homebrew an army book (with the models stats, point cost and to represent them, and, of course, some heroes (including belkar, cause it would be awesome to use him in a fight.)

Core Choice:

Halfling Militia 4pts

M|WS|BS|S|T|W|I|A|LD
3 | 3 | 3 |3| 3|1|3|1| 6 Halfling Militia
3 | 3 | 3 |3| 3|1|3|2| 7 Halfling Wanderer

Hard to muster.
Armed with hand weapons.

Can be equipped with Light armour (+2pts /model), Shortbows (+2pts /model), Wanderer (+5 Pts).

Hard to muster; Halflings are notoriously hard to gather, preffering to lay idle and smoke pipes than take part in battles. However, when there are high stakes at risk, or the food stores in danger, they can be much more stubborn.
Each turn the halfling player must roll a D6 for each Hard to muster unit not in combat.
On a roll of a 1 the unit may not move, shoot or charge. However the unit is otherwise Stubborn.

However if you want to begin Warhammer it would be much easier and less expensive to collect an existing army.
what particularly drew you to Halflings?

Probably the lack of the idea of a halfling army. I mean, as you said, halflings are lazy. So, what could be cooler than a army of lazy people forced to fight? Also, could you change the shortbows to slings, they seem more halflingy
