The Striking Template:
The Striking template can be added to any creature with an Intelligence score of 3 or higher. If a Striking creature ceases to meet this requirement, all supernatural traits of this template are suppressed until the prerequisite Intelligence score is restored.
Size and Type: Creatures with this template gain the augmented subtype.
Hit Dice: Unchanged.
Speed: Unchanged.
AC: A creature with this template gains a dodge bonus to it’s AC equal to its Charisma bonus or its Hit Dice, whichever is lower. This is a supernatural ability.
Attacks: A Striking creature gains a bite and two slaps if it did not already have them. These attacks are treated as both natural weapons and unarmed strikes whenever it would be advantageous to do so.
Damage: The base damage for an attack granted by the Striking template is identical to the creature’s unarmed strike damage.
Special Attacks: A Striking creature gains additional special attacks based on its Hit Dice, as shown below. If the base creature possesses a duplicate ability, use whichever one is better.
Special Qualities: A Striking creature gains additional special qualities based on it’s Hit Dice. If the base creature possesses a duplicate ability, use whichever one is better.
Abilities: As a free action, a Striking creature may choose to permanently lower it’s Constitution score by 1. The maximum amount possible for a Striking creature to lower its Constitution score equals 1/2 its Hit Dice. This is an extraordinary ability. For every 2 points of Constitution a Striking creature loses this way, it’s Charisma score increases by the same amount. This is a supernatural ability.
Climate/Terrain: Any.
Organization: Solitary, Pair, or Gang (3-5).
Challenge Rating: ?
Treasure: Unchanged.
Level Adjustment: ?

Special Attacks:
1-7: Libertine (Ex)
8-14: Frightful Presence (Ex):
15-21: Intense Gaze (Su)

Special Qualities:
1-7: Scent (Ex)
8-14: Force of Personality (Ex)
15-21: Empathetic Telepathy (Su)

Special Attacks:
Libertine (Ex):
At 1 Hit Dice, a Striking creature gains extra natural attacks when it grapples a foe. Normally, a creature can attack with only one of its natural weapons while grappling, but a Striking creature with the libertine ability gains two additional slap attacks that it can use only against a grappled foe. Libertine attacks are not subject to the usual -4 penalty for attacking with a natural weapon in a grapple. A creature with the libertine ability must begin its turn grappling in order to use these additional attacks—it can’t begin a grapple and use this ability in the same turn.

Frightful Presence (Ex):
At 8 Hit Dice, a Striking creature can unsettle foes with its mere presence. The ability takes effect automatically whenever the Striking creature makes a hostile action towards other creatures within a radius of 30 feet. Creatures are subject to the effect if they have fewer HD than the Striking creature. A potentially affected creature that succeeds on a Will save (DC 10 + ½ Striking creature’s HD + Cha) remains immune to that creature’s frightful presence for 24 hours. On a failure, creatures with 4 or less HD become panicked for 4d6 rounds and those with 5 or more HD become shaken for 4d6 rounds. Striking creatures ignore the frightful presence of other creatures.

Intense Gaze (Su):
At 15 Hit Dice, a Striking creature’s eyes are the stuff of legends. Its gaze has a range of 30 feet, and has three different effects that allow skills to be used, without penalty, in lieu forcing a save:

Deadpan: Use the Bluff skill on those who meet its gaze.
Entreat: Use the Diplomacy skill on those who meet its gaze.
Glare: Use the Intimidate skill on those who meet its gaze.

Special Qualities:
Scent (Ex):
At 1 Hit Dice, a Striking creature gains the Scent special ability.

Force of Personality (Ex):
At 8 Hit Dice, a Striking creature gains spell resistance equal to its current Hit Dice + 10. In order to affect the creature with a spell, a spellcaster must get a result on a caster level check (1d20 + caster level) that equals or exceeds the creature’s spell resistance.

Empathetic Telepathy (Su):
At 15 Hit Dice, a Striking creature gains the ability to communicate telepathically with any other creature (within the range of its gaze) that has a language. It also gains the ability to sense of emotions of those within range.

Wait, I remember now. I have no fluff for this template, just a concept.

Striking creatures are the rockstars, the supermodels, the political and religious leaders of the world. They are the shooting stars of the social scene that often pass from the world before their time. Even races that tend to produce hardy, yet unsociable, individuals can produce interpersonal movers and shakers. Striking creatures are passionate individuals, as comfortable with their animalistic instincts as they are with their higher mental functions.

-of course, the birth of a Striking dragon of any color marks the beginning of an era of interesting times.
