Instead of the normal rules for divine ranks I thought up a simple way to flesh out a few things since a lot of stuff was left out (including the ability score increases)

Divine Rank 0 is the lack of a divine rank. Creatures with Divine Rank 0 have no divinity whatsoever and gain no bonuses.

Divine Rank 1 are lesser divine beings such as angels, demons, and other outsiders. Most all outsiders with an alignment subtype have a divine rank of 1. They have no followers nor need any. Also, mortals born with divine ancestry usually have this divine rank.

Divine Rank 2-4 are quasi-deities and demigods. Divine beings ascended beyond lesser divine beings. To sustain a divine rank above 1, requires worshipers of no less than (divine rank)5.

Divine rank 5-9 are lesser deities.

Divine rank 10+ are greater deities.

Divine rank 20+ are titans who need no worshipers to sustain their power.

DIVINE RANKS
Hit Dice:
A creature with a divine rank automatically maximizes a number of their HD equal to 2 x divine rank. Any further HD beyond this are rolled normally.

Speed:
Divine creatures add a bonus to all modes of movement they possess equal to 5ft. per divine rank.

Caster Level:
Divine creatures add a divine bonus to all the DCs of all their spells, spell-like abilities, and special attacks equal to their divine rank and increase their effective caster level for all their spells and spell-like abilities by an amount equal to their divine rank.

Divine Salient Abilities:
Creatures gain 1 divine salient ability per 3 points of divine rank they possess.

Divine Senses:
Divine creatures can automatically see all things as if with truesight (divinity checks can over come this). Divine creatures can also sense things as if they were present in multiple areas and treat themselves as if omnipresent out to a range equal to their divine rank3 x 10 feet.
All divine creatures of rank 5 or higher have Darkvision 120ft., Scent 60ft., Superior Low-light vision, Blindsense 60ft., Blindsight 30ft., X-ray vision 30ft., and Infrared vision 30ft.

Domains:
Divine creatures gain 1 domain in their portfolio plus one additional domain per 3 points of divine rank they possess.

Granted Spells:
Divine creatures of rank 3 or higher can grant spells to a number of worshipers (clerics, favored souls, etc.) so long as the total anount of such worshipers does not exceed 1/10 their total number of followers and no one of these followers has an ECL above twice the divine creature's divine rank.

Immortality:
Divine creatures are immortal and never age. All divine creatures are immune to all magical aging, diseases, poisons, stunning, paralysis, petrification, ability damage, ability drain, wounding, disintegration, death effects, mind-affecting effects, and transmutation effects created by any creature without a divine rank. Creatures with a divine rank must make an opposed divinity check against another divine being in order to affect them with any of these effects.
Divinity Check = 1d20 + Charisma modifier + Divine Rank.

Spell-Like Abilities:
Creatures can cast any spell on their selected domain lists at will so long as the spell level does not exceed half their divine rank. Also, all divine beings can cast Wish or Miracle once per day per three divine ranks.

Spells:
Divine creatures can cast spells as a Favored Soul whose level is equal to twice their divine rank. They automatically know all spells on a Favored Soul and Cleric spell-list.

Spell Resistance:
Divine creatures all have a spell resistance equal to 10 + HD + Divine Rank.

Regeneration:
Divine creatures all have Regeneration equal to their divine rank. Only damage dealt by other divine beings (see Immortality) is dealt as normal damage to a divine being.

Divine Resistance:
Divine beings add their divine rank as a divine bonus to their AC and all saves.

Resistances:
Divine creatures all have a Damage Reduction/- and Universal Energy Resistance equal to 2 x their divine rank.

Skills:
Divine creatures add their divine rank as a divine bonus to all their skill checks and ability checks.

Ability Scores:
Creatures with divine ranks add their divine ranks as an innate bonus to all ability scores.

New Divine Salient Abilities

Divine Ability
Select one ability score.
Benefit: Deity gains a +10 bonus to selected ability score.

Divine Save
Select one save.
Benefit: Deity gains a +20 bonus to selected save.

Divine Skill
Select one skill.
Benefit: Deity gains a +40 bonus to selected skill.

KILLING A DIVINE CREATURE
Killing a divine creature is nearly impossible by mortal standards, but is in fact possible. A slain divine creature can be ressurected only by another divine being of equal or higher rank. Any creature that slays a divine being can perform the Divinity Ritual (1 minute casting) after slaying the divine being and steal 1 divine rank from the being, forever adding it to their own divine rank and taking it away from the slain divine being. An opposed Divinity check is required upon each casting of this in order to succeed. This ritual can be performed only 1d4 times per time a divine being is slain.
