New Economic System Smashing Success

The recently implemented programme of economic changes, described as the Evolutionary Free Market, has moved from its theoretical stage to a tested, workable system. Economic output across Olympia has nearly doubled, and the people seem happy with it.

Space Program Revived

With the EFM up and running smoothly, the government has reinvested with interest the capital borrowed from the Space program last year. As a result, next year we will have the trade fleet necessary to export all of our trade goods.

Plans for Hades Announced

In a lengthy debate today, the provisional parliament (so named as to remind its members that a popular referendum can always overturn its decisions) made its first move in extralunar exploration. Two probes have been sent to a small moon in the outer orbit of Theia to search for resources. The moon has been named Hades, and will hopefully within several years be home to a profitable mining outpost.

World Goverment Opens Interlunar Trade

After last month's succesful rocket flight that demonstrated the ability to reach other planets in reasonable time, the World Goverment has reached consensus on opening trade to other lunar nations. The announcement - much sooner than expected - has brought about a flurry of activity, spurring many nations into building their own fleets, and roughly doubling Leona's space fleet almost overnight. Although it will take rouhgly the rest of the year to iron out the details, all the companies involved assure that they will be ready to fly come the next period, when the business deals will officially comence. Several countries report that this increased activity has spurred many secondary industries, sharply increasing the GNP of many countries not directly participating in the interlunar trade.

New laws written to promote economical growth
The High Council has recently written up a series of laws to make it easier for the economy to grow. This is supposedly a measure taken to help the development of the recently initiated Space Project, but no statements about it has been made as of yet.

First probes sent to nearby moon!
Very recently, the first probes of our Space fleet has been sent to investigate a nearby moon, which is still unnamed. The probes' main priority is to investigate the possible resources on the moon but according to the Space Fleet HQ, they are also looking into possibilities of building a colony on the moon.

The High Council opens up trade relations with other moons.
The High Council has decided that to truly prosper, we must trade with the other moons. A quote from the speach that the Speaker held earlier this week: Trade is, after all, yet another great way to aquire resources. And if our economy can prosper from interlunar trade, then there's even more reason to open up trade relations with the other human moons.

THO

The Olympian Ministry of Health (OMH) has undertaken the task of establishing the Theian Health Organization (THO). An extension of early talks with their peers on Leonas, the goal of the THO will be to catalogue all viruses, bacteria, diseases, and other nasty health problems known in the Theian system. The purpose of the THO is to ensure the highest level of health for all persons coming in contact with foreign lifeforms. All moons are asked to contribute their most accurate and up-to-date medical wisdom. Submissions should be given in the following manner: small cargo rockets carrying computer drives with the appropriate information written therein. Until all moons comply with THO requests, Olympia must enforce a strict quarantine on all incoming craft. We assure that this will not interfere with trade, although all incoming trade goods will be searched and deemed harmless before being released to the public.

Access to the THO database will be given to all complying lunar governments upon request, by secure radio channels, and to THO-certified doctors.

MASSIVE MINERAL DEPOSITS DICOVERD ON MOON
Today the concil has released to interlunar information sources the discovery of a massive mineral deposit on Theias first moon.
The moon, although unsuitable for large-scale conlinisation, has natural resources worth more than twice those of Helia.
The moon has been named Terra
The concil has laid claim to the resources and a unmanned colony will be contrsucted sometime next year, with mining bgining within two years.

Not sure how the actions will play out, but my spy action is involved, as is all my space, Ground/Air/Navy. And it was a suprise attack as much as possible, not sure which action I will be using spywise, that will be whichever gives max advantage. So, can we delay reaction until we know how the attack goes? Still waiting on any response from Eldan... started messaging him about 13 hours ago...

The wizened old man appears older, haggard. There are dark rings under his eyes from lack of sleep. "I have been... going over the signs. According to the 9th Gospel, the dark one shall be known by 'Chains upon birth, perpetuated by an invisible lord whom all acknowledge.' And he will 'Be known when the 9th moon comes into the light.'

He pauses.

"Ladies and gentlemen, children of God. I have discovered the dark one. He rules on Agamemnon, never known but always acknowledged. And their society chains them into lives without freedom. My children, we shall set them free."

Tears shine in the corners of his eyes.

"Many good people will see God before their time.... But, take heart, my children. God shall know his own."

Imperial Address In Response To Declaration of War

<<Broadcast to all moons>>

The screen, initially covered by static, slowly clears up to reveal a small male child, about ten or eleven, in a garishly decorated office. Screens on the wall show scenes of tranquility-- the Imperial gardens, in the capitol, with the sun setting over the Palace, Stability Square, in Agamemnon's largest city, the sun high in sky as traffic throngs through the metropolis, early morning at a farming hub, the combine harvesters just starting the business of the day.

The child turns away from the screens, showing a troubled but stern expression on his face. As any Agamemnoniite would know, this is emperor Agamemnon XLVIII, who has been in power for less than a year, since the death of Agamemnon XLVII. The emperor speaks, "There was a time when our moon was ruled by conflict and strife, a time when the sword and the gun were the only law; a time of chaos. Our ancestors, the Imperial line and the citizens of Imperial City set out to restore order to this moon, where the victors could live in peace, unburdened by the omnipresent cacophonic symphony of death and conquest. They set out to do this, and they succeeded. This was over 200 Theian years ago,"

The screens change, showing images from around Agamemnon: a school, fully populated, the elementary school children hard at work under the direction of the teacher, factories, clean and functional, producing the needs of the citizens, a hospital, sterile and well-funded, with an older doctor leading a pack of medical students. "The Karthan ruler speaks of freedom as an excuse for his naked aggression-- this is a lie. We do not need freedom as this monster defines it. His idea of freedom leads to chaos, destruction, rampant individualism, and the total disregard for the greater needs of society in preference to the whims of a few powerful individuals, like this mayfly despot himself. Our idea of freedom ensures that no one goes hungry, waste is not undertaken for personal gain, and that everyone, no matter how powerful works for the greatness of Agamemnon. Our idea of freedom is mature,"

The screens change again, one showing a line of tanks, another a line of aircraft, and a third an underground chamber, mean looking missiles gleaming in a row.

"We have thwarted their spies. Our forces are equal in number and possess every advantage in this encounter. Our planetary defenses stand at the ready, and our nuclear forces are on their highest alert in history. It will only bring ruin to the people of Agamemnon and Kartha alike, and it threatens to escalate into a conflict of such scale as to embroil all the moons of Theia in tumult and strife. With your armed forces deployed on Agamemnon, it would not take long for Kartha to be invaded, either by some self-righteous avenger or a base opportunist. It will be the innocent people, who have no choice in this conflict, that will suffer the most as a result of your actions. Please, consider the welfare of your people.

Battle for Agamemnon, Year one

Ignoring the interlunar outcry, Khartan forced proceeded with their invasion of Agamemnon. Masses of Khartan trade and exploration vessels, hastily retrofitted to hold troops, tanks and aircraft, approached Agamemnon orbit.
Before orbit was reached, the first blows were extended: part of the Khartan space fleet launched ICBMs, to both distract Agamenian orbital defences, which would otherwise have wreaked havoc on the mostly defenceless invasion fleet. The measures proved effective: even though the agamemnian defence systems managed to prevent collateral damage and fallout on the surface, several key points in the defence organisation were struck, and most of the defence satellites were outright anihilated.

In response, Agamemni nukes opened fire on the approaching Khartan fleet. Even though the intercontinental missiles didn't prove very effective in orbit, more than a quarter of the Khartan fleet was destroyed outright, along with it's cargo. A feeble atempt of the overstrained Khartan secret serviced, aimed at interfering with the launch of the Agamemni thermonuclear arsenal was prevented.

The remaining Khartan forces, mostly unfaced by the heavy losses during aproach, managed planetfall, where they met strong resistance by the Agamemni forces.
The Agamemni navy soon proceeded to bombard the landing zones of the Khartan forces, as well as attacking their air force. Soon, some of the Khartan air forces, in the absence of any Khartan naval forces, proceeded to bombard the Agamemni air forces, to little effect.
Navy: 2 Defence, 3 Anti-Air, 1 Shore bombardment. Losses: 0.18 due to air bombardment
In the days and weeks following the landing, massive air and ground battles took place. The Khartan forces rushed onward, disregarding their defence, instead trying to occupy Agamemni territory. The Agamemni military on the other hand tried to minimize damage to themselves and the population, striking at the Khartans from well-fortified positions and retreating when reinforcements arrived.

In light of the stubborn commitment of the Karthan leadership to this pointless war, it is with a heavy heart that now I must send the sons and daughters of Olympia into battle. As many of you know, these words are not empty rhetoric for me; I have two daughters in the Air Force, and they are both shipping out to Agamemnon today. Their dedication to our people and to all the people of Theia, their love of this moon and the society we have built, their faith in the rightness of our cause and the sureness of our victory; these thoughts will sustain me in the days and months ahead, as my children and yours show the Karthan government that the moons of Theia will not abide aggressive warfare.

Olympia uses one point of space to transport 1 army and 1 air force to Agamemnon. They will land in the 99% Agamemnoni area, well away from Karthan artillery, and be brought from there to the front.

He is wearing a full-dress military uniform complete with white gloves and a sabre with a gilded hilt. He stands for a moment before begining to speak, with a solemn expression on his face. He looks directly into the camera and begins to speak. "Greetings fellow Gaians, and fellow people of the moons of Theia. While there is no Gaian who needs an introduction, for the rest of you, I am Praetor. I have been discussing the current matter of the assault of our brother civilization Agamemnon by the sinister Kartha for some time now. With the help of my closest advisors and with the recent announcement of Olympian aid, I have decided that it is not only our duty as people and Gaians, but also our chance to affect the future of inter-lunar relations in a positive manner for the future that we Gaians lend our support to the Agamemnoni people during this, their hour of need. To that end I will be leading our troops into battle for the lands of Agamemnon against the Karthan invaders. I have spoken with the Prime Minister of Olympia and have arranged for our forces to be coordinated with his for the purposes of safe landing on the moon of Agamemnon. Once we have landed our troops will work in conjunction with both Agamemnoni and Olympian troops to force the Karthans to surrender. I urge the rest of the moons to help with this effort. Stop all of your trade with Kartha, your money fuels hatred and a putrid bile called destruction. In an unprecedented move, not just in Leonas but in the entire Theian system, the UltraTech company has just announced their plans to build an extraplanetary site, and in an amazing move, has secured contracts with all the spacefaring nations. They have announced that their offshore branch will be complete within the year, and will be producing normally the next. They have declared this industry to be "for the purpose of preparing a suitable environment for future development", although some goods should be produced and be available for trade.

The revolutionary move has spurred the space industry, that has announced they will reinvert the payments of UltraTech in increasing the available capacity, to further allow the off-world development

The newly elected world goverment has allocated a considerable section of its budget to the newly created Interlunar Relations Office, whose purpose is to bridge the moons by informing the Leonas citicenship, somewhat unrested, that despite the perfidy of Kartha, not all moons are like that. The goverment expects the population to calm down once they come to greater understanding of their circunstances.

As well as creating a number of offices in the major population centers, IRO has set up an official sponsorship for the development of space technology that will surely spur the developing of technology.

Karthan leader : "I understand your actions, and do not blame you. You all are acting to forward what you believe is the cause of justice. Our goal was never to cause suffering, but simply to remove this cancerous threat before it spread to the stars. Very well. You have defended the darkness. We will cease acting on the behalf of everyone, and merely look to ourselves."

The Khartan forces retreated in a hurry when they met the massive onslaught of allied forces from the other moons of Theia. The Khartan Army was soon cut of from their supply lines, then surrounded and outnumbered by massive Alliance forces. A last attempt to break through the Olympian forces to reach their landing zones was stopped, and the Khartan forces wiped out.

Turn 3: Theia Interlunar Corporation founded

Two long Theian years and a war of several months have passed since the first contact and the establishment of the first trade routes. Companies and small businesses on the different moons established contact.
Then it happened: companies from the three largest economies, Leonas, Olympia and Agamemnon merged, forming the Theia Interlunar Corporation (T.I.C.). Since Gaias government had been mostly inactive during the last year and a lot of it's industrial and economic capacity was lying idle, the company stepped in, using it's now large funding to corner the markets and buy up insovlent smaller firms.
Then, an announcement was made, over the news networks of all moons. A young man in a snappy, modern atire stood behind a small lectern with a logo depicting a golden star on a black background and the letters T.I.C.
"People and Governments of Theia and it's moons. From today on, the system will not be the same it was. Because today, we enter a new era, of quality, reliability and customer satisfaction. I am Paul R. Lee, CEO of the Theia Interlunar Corporation.
Since we are still growing, we can use any help the moons of Theia can offer us: first of all, we need a top location for our headquarters. Those who could offer us the level of social and economic ability we need, and would be willing to host us, would be offered preferential prices on all our products, and special trade deals. The same offer would be true for any nation who would be inclined to offer us government loans until next year, when we would repay them, along with special trade deals.

The World Goverment applauds the innitiative of the TIC in forming a interlunar corporation, and suggests establishing their headquarters in the newly established Panteras Colony. The Leonian scientists have completed their examination of the pristine environment and have found no dangers, the land is cheap at this time and there will be an influx of colonists that will be readily available for the jobs needed in such a corporation. As part of the Leonas colonisation drive, the TIC will be offered the same incentives the UltraTech received, of course. Furthermore, the colony will receive a seat in the senate and congress, in equal footing with all other nations of Leonas, which will help with further development of the colony.

War & Peace Good for Economy

The increased spending by the World Goverment due to the mobilisation of troops has boosted the economy, but not quite so much as the peaceful trade with all sister moons. Both combined have increased the production of Leonas companies, competing with one another to give the best goods and services both to Leonas and the other moons, including Panteras. Record-breaking amounts of investment have gone into the R&D departments this year, in an effort to outdistance competition.

Massive Population Exile to Panteras

The World Goverment has announced a generalised emigration to the newly colonised Panteras, mostly young individuals from most nations, guided by the promise of a virgin planet and plenty of jobs for qualified individuals. Several nations have also exported cheap labour for construction programs, but the interim Panteras delegates have announced that most will be retrained into industrial jobs once the intial establishment is complete. The World Goverment Population Subsecretary has announced that he expects the exile to continue for at least one more cycle

Massive Attacks on Khartan Forces

After a wave of false reports concerning attacks, enemy agents and even hidden nukes, the Khartan Secret Services were unable to prevent a series of real acts of sabotage against the Khartan navy and air force. Communication centers, air ports, sea ports and even communication satelites are repeatedly disabled, while the forces themselves are kept busy with conflicting orders and the simple act of trying to remain capable of action without any guidance.

The entire Khartan Navy and Air Force is sabotaged, all the counterespionage is taken out by a diversion

General Transmission to All Theians

Today we of Aseio act against our nature - we invade our sibling moon Kartha. This, under other circumstances, would be irreconcible with our ethic and policy of non-coercion but the Karthan government has rejected every attempt at diplomacy.
The invasion of Agamemnon has created two problems: first the need to rebuild what was lost on Agamemnon, and this just deserves compensation through reparations, and second the lack of necessary defenses on Kartha, leaving them open to the machinations of less scrupulous moons.
We sent overtures to sibling Kartha, not only advising their immediate withdrawal during the early part of the Agamemnon invasion, but even after that - pay reparations, negotiate and protect your people. But no answer.
We could not leave Agamemnon to stand alone against Karthan imperialism, and we cannot now deny their right to due compensation and the Karthan people's right to a just polity and their own security.
So we invade, not as single conquerers, but as a coalition - we extend our responsibilities from the defense of sibling Agamemnon to the well being of sibling Kartha. We occupy today with the hope of seeing, in the near future, a strong and just Karthan people take their place among us.

Address From Prime Minister Rufus

The government of Kartha has remained silent regarding a peace treaty for the last year. As a result, we, along with our noble allies in the defense of Agamemnon, have decided we must take action to assure that the Karthan government will never again bring the pestilence of war to the moons of Theia.

Our battle plan places emphasis on our role as liberators of the Karthan people. While there are some military targets we must regrettably deal with, we plan to focus almost entirely on civilian targets. We will target civilians when we offer Karthan naval and air forces amnesty in return for voluntarily surrendering their equipment and their commissions. We will target civilians when the Olympian army arrives to work alongside the upstanding men and women of the Karthan police forces to provide a stable, civil society even as the government is removed from power.

Invasions are never pleasant, but we will do our best to minimize the human cost of this one.

Agamemnon Joins Coalition Invasion of Kharta

Bureaucracy generalsordered 2 units of land forces, 2 units of Naval forces and 1 unit of Air forces to Kharta today, in anticipation of an easy victory. When asked about their mission in Kharta, the Generals outlined the following:

Ground forces will move to surround and occupy important Khartan civil structures, and round up as many of the high-ranking leaders as possible. The objective of the invasion is to get Kharta to end the war on terms of the coalition's choice, and they feel the occupation of Khartan civic structures is most conducive to that. The Air forces will conduct air-superiority missions against the disabled and malfunctioning Khartan air force, as well as ensuring the Coalition's total air superiority by bombing runways. The ground forces will assist in this task by capturing as much Khartan military equipment as possible before it is capable of taking off. The Agamemnoniite Naval forces will move to surround Khartan naval forces and urge them to surrender, mutiny, or otherwise not sacrifice their lives for an obviously doomed conflict.

When asked for the terms of surrender, the general merely remarked that he was unable to comment further at this time.

Battle for Kharta

The wave of sabotage acts continues as the satellites and cannons of the Khartan Space Defence Network are taken out one by one, only minutes before waves of landing shuttles make planetfall.
The combined fleets, battalions and air forces of Leonas, Aseio, Olympia and Agamemnon take out most of the defenceless Khartan Navy and Air Force.
Mutinies break out, while the more pragmatic captains and commanders simply give up in the face of the overwhelming odds, as the Khartan Navy is outnumbered 5:1 by invading forces and severely hampered by acts of sabotage.
On the ground, large stretches of land are secured in only days, small pockets of civilian resistance overwhelmed. Most of the population is either protected or evacuated by the invasion forces, who manage to take all major population centers in only three weeks without any major losses.
When the dust of the initial strike settles, the Khartan Forces are mostly imprisoned and disarmed. What little remains is overstrained by the task of defending the Rest of Kharta and it's government.

Kharta is overwhelmed. Advancing Ground Forces occupy now 11% of all territory, giving them control over 1 point of civil and 1 point of population.
Kharta has 0.17 Air and 0.59 Navy left.

Results Leaked!

On all the lunar equivalents of the internet, suddenly a huge amount of data appeared: sheer endless series of raw data, comments and examinations by scientists, apparently from more than one moon, all leaked on the net. Taken together, with only a little analysis by every moon's own scientists, getting the picture is easy: they detail the habitability of Theia.

In the light of recent events, The High Council has decided to break all trade relations with Kartha. New trade agreements will be established soon, beginning with Agamemnon whom has already signed a deal.

Agamemnon, Olympia Draft Colonization Accords

Diplomats from both moons have been discussing the idea of civilizing the land grab that has become the Theian system's colonization effort. They've come up with the following terms of a treaty, which they both plan to sign, that they feel would greatly smooth the process and reduce tension between moons.

1) Each faction may claim only one mass (moon, planet, etc.) for colonization at a time. No other moon may make the same claim before this claim has expired.
2) Claims last 2 years, during which the claimant can settle the body.
3) If the claimant doesn't land 1 civil and 1 economy in 2 years, they lose the claim and can't make the same claim for 1 year.
4) After the claimant lands 1 civil and 1 economy, the claim won't expire.
5) The claimant can't make another claim until they've moved at least 1 point population to the colony.

Emperor Agamemnon XLVIII signs the treaty, and invites all the other Theian moons to sign on, as well.

Bureaucracy Announces Claim on Moon IV

The Bureaucrats feel that they can keep Agamemnon great without overly punishing the Khartan people for actions of their government. With this in mind, they ask that the other Theian moons respect their claim, which they plan to back up this year, in exchange for much less punishing terms on Kharta.

When asked what those terms were, Bureaucrats mentioned that the treaty was still being debated by the Coalition.

Agamemnon Welcomes T.I.C. Economic Headquarters

With this new partnership the Economy of Agamemnon as a whole has surpassed that of all other Theian moons, and the Emperor looks forward a new era of prosperity for both the people of Agamemnon and the rest of the system.

The multionational Iron Ores (aggregate of many smaller mining companies) has just announced its intention of exploring the last unclaimed moon in the Theia system for resources. The Iron Ores chairman has admitted that they have nothing more than a hunch, but that "given the developing situation, Iron Ores could not watch passively as other companies took the lead in what is likely to be one of the more dinamic times in our history"

With ample back-up capital, Iron Ores has already established the beach head, having relied on the same off-world developers that helped UltraTech.

In a bold move to reduce operating costs, three major space agencies have moved much of their operations off-world, to both Panteras and Tigris. In a combined declaration, they stated "Much of our business these days lies on transporting building material from Leonas orbit to Panteras, and we expect Tigris to require the same kind of services. Official Leonas World Goverment Communication

Due to grave threats received from a fellow moon over some long-forgotten, non-ratified "claim" on Tigris, the World Goverment has been forced to pass emergency laws that have coopted much of the future funds that were being destined to economic development. As of now, the Tigris exploration Program is cancelled, instead the ships planned to be used for its purpose have been used to transport troops from Leonas and Kharta to defend the newly established Tigris colony. We are sorry we cannot mantain our compromises with the rest of the Coalition, and we hope they will remember our mutual defence pact if it comes to an invasion of Leonas or its colonies; but we hope it will not come to pass, and we do not anticipate any problems in Kharta due to our withdrawal.

Furthermore, we pass that all industries must devote their mid-year efforts to the production of ilitary equipment, while the World Goverment initiates a recruitment program to bolster our forces locally, in case the threats are carried out.

Sibling Theians, fellow human beings, we of Aseio, of the Gathering-At-Dawn greet you. I, Elyan Aseio, send out this message to you. It is a grand testament to the human spirit that we, apart, have achieved so much greatness. And yet within the first few years of contact, our most potent achievements have been two invasions, one of which Aseio has participated in, and only the merest interlunary cooperation beyond military support, even then often hidden from ears of our sibling moons. And now we compound these problems with "claims" to exclusionary territory and vague threats of violence.
It wearies our heart and shames us, but we must reject, in its present form, the "Colonization Accords" created by our dearest siblings Agamemnon and Olympia. It is our position that all uninhabited lands, be they moons, planets, or asteroids, are the common inheritance of all Theian individuals, and that right to manage (and therefore right to exclude, if any is to be accepted) is established only in the reality of use.
Therefore, we respect the integrity and independece of all already-established colonies and their right to defend the territory which they already occupy. We respect and will defend (as in the case of Agamemnon) the integrity of all Theian home-moons from any undue outside violence. We reject the use of any form of violence to prevent the colonization of any uninhabited areas, including the uninhabited areas of already colonized moons. We shall not act with violence to deny other moons their right to seek subsistence beyond their home moons, unless such acts threaten the whole of the Theian community, and we shall not tolerate any attempt, without prior negotation or consensus to be denied of that same right.

The Gathering-At-Dawn has achieved consensus on this matter and takes the following actions:

1. The establishment of a scientific outpost on Moon V, consisting of a primary science-commune and a handful of satellite outposts, for the purpose of studying the ecology and climate of Moon V. I myself will oversee the initial establishment of this outpost for a period of at least 1 year, and put forth Peruni Tatseka as Orator in my stead.

2. We once again call out to the Karthan government to surrender and submit to the latest terms that have been presented by Agamemnon. We give our approval to these terms of surrender - they exhibit the wisdom of just and careful deliberation - and encourage the Agamemnon government to publish them.

3. We have attached to this transmission the plans for Interlunary Networking. We are willing to work with any and all to further the advancement of knowledge for all Theians, and do this as a sign of good faith, and with respect to the state of friendship we have with sibling Helia. We invite all to participate in shared research with us, for the mutual benefit of our peoples.

Olympia Begins Colonization of Moon V

Massive plans were enacted today to establish a colony on the moon we call Hades. Full-scale population of the colony is not yet expected, although it may occur later if population pressure on Olympia begins to cause problems. President Rufus assures all that the new colony will exist in perfect harmony with Aseio's scientific outpost. Headlines in the Nifelheim Gazette:

Near-conflict ends in friendship
During the beginning of this year, talks about war with a neighbouring moon were heard just about everywhere. However, in a wonderful attempt to maintain what little peace there is in this system, the High Council managed to strike a deal with the would-be enemy. This is most likely the start of a wonderful friendship!

New labs built across Nifelheim
The High Council has decided to help further the science of Nifelheim. This was done by increasing the budget for many existing labs, and by building a few new ones as well. All in the hopes of getting more quickly to the resources we all desire.

Space Fleet assists Olympia
The Space Fleet has been ordered to help Olympia with their efforts to colonize a previously uninhabited moon. Hopefully, this is the beginning of yet another lasting friendship.

First outpost established on another moon
Now, for the very first time, an outpost has been built on a different moon besides Nifelheim. The moon in question is Freyja, and it is shared with the small colony Tigris. The High Council has decided to call the newly established outpost/colony Jotunheim.

Agamemnon Nationalizes the T.I.C.

The boardroom is filled with the high-level TIC executives, called there by a Bureaucracy memo about a high-level press conference. Economic Official Thymemotes, the architect behind Agamemnon's recent economic explosion, takes the stage. Agamemnon Internal Affairs agents flank the stage, and all the exits, dress uniforms immaculate and sidearms at their hips. "Hello, my esteemed colleagues. It has come to my attention that the activities of the T.I.C. have diverged from the goals of Agamemnon as a whole. We pursue social stability and a tranquil society, while the upper-level leadership of the T.I.C. seeks only wealth. Because of this, today myself, the other Senior Bureaucrats and our holy Emperor himself approved a measure taking control of all T.I.C. assets. Your pension checks are in the mail."
As the conference continues, and Thymemotes calmly answers the outrage of the executives, Agamemnoniite police lead lower-level Bureaucrats into T.I.C. facilities all over the moon, and begin the formal transfer of ownership. T.I.C. personell below the level of upper management are given raises and asked to stay on, while upper management is mailed an ample early retirement check and politely asked to leave.

Agamemnon Publishes Khartan Terms of Surrender

In reference to Aseio's urging to publish the Khartan terms of surrender, the Bureaucracy uncharacteristically acquiesced. The Khartan Leadership seems to be in hiding, but if necessary they are prepared to force these terms unilaterally, as they feel that they are fair and the conflict has gone on long enough.

1) Kharta will dismantle its remaining army, navy, air force, and intelligence agency, and allow the other Moons to audit its budget every turn to make sure it hasn't rebuilt any. Reparations in the amount of 6 wealth, to account for Agamemnon's direct military losses, will be payed from the scrap and dismantling profits.

2) Kharta is still allowed to expand, set its own budget, colonize and trade, provided this is through peaceful means. Kharta will maintain its independence, it is merely barred from projecting power of any sort. Kharta's budget may not include expenditures for anything remotely military.

3) All hostilities will cease. Kharta will order any partisans to give themselves up and disarm-- those that do disarm will be allowed to leave peacably.

4) One of the Coalition nations will decide how the Khartan Fleet directs its efforts every turn, to be approved by a popular vote of the other Coalition nations, which will require a simple majority to pass. Should the vote fail, the Space Consul may call for another vote, but if it cannot pass the vote, the Khartan fleet will remain idle except for trade, which is under the direction of the Trade Consul (see below). The Space Consul will be determined randomly and follow a randomly generated list after that.

5) One of the Coalition nations will set the Khartan trade budget every year, to be approved by a popular vote requiring a simple majority of the other Coalition nations. If the vote fails, the trade-setting nation may call for a new vote later, but if it does not pass, Khartan trade remains as it was the year before. The moon to be trade consul will be chosen randomly in the first year, and follow a randomly generated list after that.

6) Khartan defense will become an interlunar responsibility.

7) Kharta may regain full independence 5 years from the signing of this treaty at the earliest. If a simple majority of the Coalition nations vote to grant Kharta its independence, it will once again become fully responsible for its defense, space program and trade allocation.

"You're finally here!"
Her voice struck him like electricity bringing to life a long dormant circuit within him, or a neglected string now made vibrant. It was different from the voice that he remembered, and yet in everyway it was the same. The same Eloian he had known before, but older. The magic of the familiar.
Her embrace was enthusiastic and crushed his lungs. Strong arms. She had gained some weight, mostly muscle. No doubt from the hard work of establishing the new outpost that she was in charge of, though it was hard to tell since she was still wearing her lab worker's tunic.
"Elyan, it's so good to see you."
"You too, Eloi. Or, I guess I should call you Eloian Vitkari?"
"Ha! And I suppose I should call you Mr. Aseio? Is it still Aseio?"
He shrugged. "Elyan is fine. It'll depend on how long I stay here."
"Well... come up. I want to show you something."
She led him to the tallest building in the outpost, a mere three stories high, strong and stout. It was one of the largest buildings in the outpost as well, excluding the warehouses, as it housed most of the primary labs as well as the research and administration offices, and the dorms as well. The nucleus of Vitkar's Landing.
He recognized her touch in the building. The material was mostly a hardened bamboo - her own version, most likely, and bred back on Aseio when she ran the Discovery Coop's Bioeng group. It felt cool to the touch in the hot climate, and we wasn't sure if it was a quality of the material or something in the design of the structure. And the building layout, her touch was there as well. It was a pratical fusion of work and pleasure, meant to confuse the two. Residential spaces entagled with labs and offices, and green spaces as well, a luxury that seemed unique to this moon. It reminded him of the seminary they had both studied in when they had first met. But here, on a new moon, it seemed more virile, the joy more virulent that it started to affect him as well. He could see it on her face, and it was hard not to reflect it back. This was a frontier scientist's paradise.
She led him past her lab block, wide windows filling the mostly empty space with light, and onto the balcony where they could see the whole of the outpost. Vitkar's Landing was flat and unflattering. Still mostly under construction, many of the buildings were flat blocks that seemed to be randomly distributed, interrupted occasionally by a set of more aesthetically pleasing domes. It seemed functional and somehow amateur, a patchwork town. And beautiful still, despite all that. He made a mental note to ask someone about that, an architect perhaps, and started to make a list in his mind.
The mental task was interrupted when she raised her hand and pointed at the distance, towards the east warehouses. Another shuttle had come down roaring, filled with people and cargo. She said something, still smiling, but he could no longer hear her. He watched the new emigrants shuffle out, imagined how they felt. How they squinted under the sun, the same sun really, but somehow remade in an alien sky. Themselves remade, and following the promise of the revolution now unrestrained by the gravity well of their home moon.

Technological breakthroughs

Year 4 A.C. was a significant one for science indeed. All over the moons, significant new breakthroughs were made.
In an astounding coincident (some voices claimed plagiarism), technologies for effective mining in the deeper region of the lunar crust were invented on both Olympia and Nifelheim. Scientists interviewed to the matter however, explained that the plans used showed significant differences: "While the Nifelheimer plans mostly use larger drilling machines and ways to keep those huge and deep tunnels stable, the olympians plan on using networks of smaller tunnels instead, and then extracting valuable resources mostly by dissolving them in specialized solvents."

An international message, sent via the new and improved satellites on Aseio to reach all moons, but originating on Leonas.

Now, let me tell you one thing: our bank did not survive four hundred years on Leonas by being easily taken over. We always fought for our business, and we always prevailed. What Agamemnon did to us is unprecedented.
Therefore I will make sure that my son will not ever touch an amount of money he can't count in his fingers for the rest of his life.
And this is my message to you: you will rue this day. The Lee family will not rest until your tyrannical empire is ruined. We will make sure no free enterprise, no corporation, no private trade ship will ever set foot on your moon or your colonies again. And remember this: our bank ruined kingdoms on the past, we can ruin empires now.

Lee Family

Shocking news travel around the system. After the Lee family entered the world stage so prominently, news companies all over the system took an interest in them. And it seems their past is a lot less great than they claim...
Their family line seems to include it's fair share of madmen... most famous of them probably Richard Lee II, who declared himself to be from Iapetus. Not only that, but even those family members who were a little bit more sane don't have records that are all that clean... there were always rumours of large sums of money embezzled over years, some rather strange bankruptcies and suicides of their business rivals and in one case even a murdered prostitute directly linked to one James Lee a hundred and twenty years ago. Then there are of course the stories that are linked to every banker: cases of fraud and blackmail that were never solved, in dozens.
One particular rumour gained a lot of press coverage only days after Mr. Lee's message to the emperor: that of his rather unusual interest in little boys. Some claim that he was also addicted to a variety of illegal drugs, which was never confirmed, until two weeks after his message, when he was found in his office, dead from a fatal drug overdose.

It refers to the fact that, intill a few yearrs ago, anyone who was seeking to oust the current rulers would drown, or die in a mugging, or be hit by a car, or yes, have a drug overdose. As such, in till we see absoulute proof, we are going to assume foul play, and assume the "facts released"before his death are false. Greetings.
It is my opinion, and one shared by my Colleges on both Helia and Aesio, that an organisation of some kind is needed to help co-ordinate peace efforts and provide some semblance of interlunar order and cooperation.
As such, I present to you the Interlunar Alliance charter.
The first orders of business are finding a name, and crest.

Article 1

1. Recognizing the right of all peoples to existence, peace and prosperity
1.1. Noting that, within a year of gaining inter lunar travel capabilities, an invasion was in full swing.
1.2 Concluding that, in order to enforce peace and help maintain prosperity, an organization of all major governments and powers must be organized

Article 2

2. Believing that, in order to function properly, a grouping of organizations must be maintained
2.1. Therefore, believing that the organization will be divided between a high council, an assembly of other nations, a court for war and inter lunar crimes and any other organization created as need.
2.2 As such the structure will be as follows
2.2.1 The high council, a representative of the governments of Helia, Asesio, and Leonar, a floating seat manned by someone voted in by the general assembly, and any other sovereign entity that is unanimously voted in by the council. They will be in charge of appointing the lead commander for any intervention operation, as well as organizing any new arms of the alliance. They will vote on any action when there is not enough time for a full debate.
2.2.2 An inter lunar court. This will be the highest court in the system, and used for war crimes and crimes that are in the jurisdiction of more than one moon. It will be manned by a Judge appointed by each moon.
2.2.3. The Theian Territorial Claims Commission (TTCC). IT would be responsible for dealing with any conflicting claims on moons, making sure that one moon is not grabbing all land, and dealing with any claims of environmental damage
2.2.3. The General assembly. Votes on any major bills, and is composed of all members.

Article 3

3.1 Noting how an integrated technological base would allow for increased economic prosperity, as well as discouraging aggression and distrust.
3.1.1 Thereby stating that all moons and members are encouraged to make the plans and schematics to all techs under their possession known to all members.
AMENDMENT 1 Also noting that some member nations will wish to not have their technolagy released publicly, Stating that tech bought or recieved from another moon cannot be made public without prior aproval of the giving moon.(amanded due to concern of Olympia.)
3.2 Also noting that a integrated research base would be vastly beneficial to all involved parties
3.2.1 Thereby stating that any and all inter lunar research projects are supported, and inter lunar networking technology should be made available to all members at the earliest opportunity.

Article 4

4.1 Noting the presence of an unprovoked military operation in progress at the time of writing, as well as the likelihood of more to come.
4.1.1 Concluding that a way to organize interventionist forces should be made in order to increase efficiency
4.2 All intervention operations will be headed by a supreme commander responsible for acting as a liaison between the various armed forces and coordinating them to prevent any friendly fire.
4.2.1 The supreme commander shall be appointed by the high council, the rank shall be held in till the situation has been resolved satisfactorily.

Article 5

5.1 Noting that membership rules will have to set down to provide any semblance of order
5.2 Thus stating the following restrictions for membership
5.2.1 Must have a government autonomous of foreign powers.
5.2.2 Must be recognized as a sovereign entity
5.2.3 A nation which has instigated a war can not join in till 2 years after in the war is over and any reparations are paid to the satisfaction of the victims.
5.2.4 Any nation failing to obey by this charter or any other passed laws is unable to join and may be thrown out, after a vote by the assembly
5.2.5 They must be accepted by a majority of the council (does not take affect in till 1 year after the publishing of this charter)

Article 6

6.1 Wishing to make sure that the rights of the individual are always protected.
6.2 As such setting down the following laws
6.2.1 No human shall be forced to work without compensation with their consent
6.2.2.3 Excepting those who do this as punishment for a criminal offense
6.2.2 Unless it falls under 6.2.1, any human who works shall keep at least 60% of their labor. In either the products they make, or equal monetary compensation.
6.2.3 No human shall be denied the use of his skills for subsistence for reasons such as race, religion, class, moon or nation of origin, or any other superficial difference
6.2.4 No sapient being will be denied use of their skills for political agenda, the employer’s personnel bias, or any reason besides a competitor being objectively better qualified.
6.2.5 No person shall be detained for more than 48 hours without a charge being laid against them
6.2.6 All people have the right to a fair trial

Article 7

7.1 Noting that a least is needed of what resources are required by member states
7.2 As such listing them here.
7.2.1 1 representative to the high council and/or general assembly
7.2.2 1 Justice to the inter lunar court
7.2.3 1 Justice to the TTCC
7.2.4 (optional) up to 1 point of army as an honor guard to discourage threats.
7.2.5 any intervention forces or relief that is needed on other moons

8.1 Noting that a headquarters is needed
8.2 Also noting that having the headquarters stationed on one moon permanently would create a unfair bias towards that moons.
8.2.1 As such, stating that every 2 years, a draw will be held to determine which moon will host the Alliance for the next two years

First, as sibling Helia has already pointed out, the Article 3 encourages sharing within member groups - it does not require it. It is my understanding that this is to encourage a form of generalized or balanced reciprocity of knowledge within the group. Compensation in this manner would be inevitable, if not immediate, as this would promote a giving-back of technology (what we, on Aseio, call "open exchange" or "total prestation"). Of course, we would respect, as you mentioned, the right researchers to subsist off their labours; it is a right we have respected in our research exchanges thus far. Article 3 is not intended or designed to undermine that.

Secondly, we suspect that your objection may lie in Article 3.2.1. This mistake is Aseio's. It was our intention to release the plans for Interlunar Networking at the same time as this Charter was publish, but, as you may recall, we released the IN schematics prematurely during our own dissent regarding the Colonization Accords and the potential violence they may have incited over conflicting claims. Article 3.2.1 is Aseio's responsibility alone, and one that we have fulfilled in good faith, and with the hope that it will establish in practice the spirit of cooperation which this charter stands for.

Lastly, if it is agreeable to the other members of this fledgling union, we would like to propose a conference be held to resolve any remaining issues regarding the Charter.

There is no way that an 'open' exchange could fairly compensate us for the contributions we would bring to the table. Why ask that we disclose our research, but not ask that all members openly share their economies? Their intelligence agencies? Their space fleets?

We do not seek to withhold our research from the people of Theia. We ask only to be fairly compensated for the work that we do, a simple request that would nonetheless be made impossible by the existence of this charter in its present form.

You should probably look into rooting out the so-called "THeian Society for the Freedom of information".
Also, perhaps you should simply say in your agreement "I will only sell you the plans if you don't publicly release them or sell them". and get it in writing, an end-user agreement, as it were.

As an off-the-cuff response,...
1. Leonoes was honestly picked pretty much at random, I pretty sure he will trade his seat with you.
2. The High courts duties are as follows.
1. a last court of apeal to any wh obelieve they were unjustly treated by their moons high court. Accepting a case requires a 3/4 majority among the Justices. They would use the punishment system of the moon the defendent is from.
2. Act as a court for war crimes. Guilt would be determined by a 3/4 majority. a 51% vote is needed for the decided punishment.
Also, hopefully the home moons ability to strip any Justice of their title would help prevent Tyrany.
3.For the general Assembly, votes are 60% for guidlines and and 80% for sanctions, laws, or millitary actions.
If you think these are aceptable, I'll edit them in for clairity.

Terms of Surrender Imposed on Kharta

As per the previously released terms of surrender, the Khartan Intelligence agency is entirely disbanded, as are its orbital defenses. 5 Wealth obtained from the liquidation of these facilities are sent to Agamemnon as reparations for damage in the initial invasion, unprovoked nuclear strike, and subsequent lunar warfare.

okay, let me rephrase that, its not a cerimony, its a contigency, unless there is a large threat that will not allow a full debate, they will have the sam duities as norma l members.

Culture. Basicly, a few thousand people are "freemen", people who have no person controling them and the ability to start there own enterprises and activities without permission. Everyone else is considerd somewhat "subhuman" just as some are very usefull and respected, their lives are meuserd in their usefullness and how much the employer likes them.

Econamy. Freemen are expected to provide for their employee's and generaly create a currency for them. Between freemen there is a general currency.

Tech. imensly valuable. Generaly people with theorecticle knowledge are repsected, and people with practicle knowledge are hired, asked to put it into a database, and put in an air-tight bunker with armed guards to prevent kidnapping.

Politicle system. A concil of freemen. If several are in an alliance, one member is sent to represent the alliance.

((The TIC built 3 points of economy, 1 point of Civil on Kharta this turn. See IC post #97, which hasn't been edited at this point, for confirmation. Already ran this past Eldan, was waiting for him to post it, but I'm impatient, so here we go.))

Toward the end of the Theian year, as T.I.C. operations on Kharta are starting to get into full swing (OOC: The money is spent, the factories are built, they're just about to flip the switches), the head of T.I.C. Kharta wakes up to a strange thing-- black. While the old guy looks around to verify if he's gone blind, had a stroke, or something else, he notices that he is, in fact, staring into the barrel of the 18 inch cannon on the Agamemnon Mk XII Main Battle Tank, which gained entrance to his abode through the now much flatter bedroom wall.

All over the Moon, Agamemnoniite forces move to secure the undefended industrial facilities and management buildings, forcing the TIC executives out and replacing them with provisional-government loyal Khartan citizens, overseen by imported Agamemnoniite Bureaucrats. The displaced TIC personell are thrown in a high-security prison.

The TIC executives are brought before a court, with a judge from Gaia and a jury composed of native Khartans, recruited from the Olympia-supported regiment. They are charged with Espionage, Subversion, Sedition, Treason, Fraud, Embezzlement, Extortion, Corruption, Insider Trading, Grift, Racketeering, and Failure to Pay Parking Tickets.

((Waiting on Moody for the verdict and Thymin for sentencing, if the verdict is guilty.))

The facilities are turned over to the newly-created Agency for Khartan Rehabilitation, Bureaucracy Area 47 (AK-47, for short). AK-47's mission statement promises to spend its resources for the betterment of the people of Kharta, to behave in an economically responsible manner, and the improve Kharta's overall standard of living by applying modern industrial techniques. It further promises that it will not seek to influence the government of Kharta in any way.

Really? we have heard of no such plot. .

We would also like to question this courts ability to exert authority on the following grounds.
1. none of the judges are from the moon the court is based on.
2. The court was formed, with no prior reasons or warning given, without any notice to anyone operating within its jurisdiction, and with no high level figures from the moon is the case is based on.
3. The court used military force to apprehend civilian assets, with no warrant and no due process or lawyer.
4. The court is made up of only some of the members of the liberating forces
5. The court did not allow the defendant to make a defense
6. there is no unified body of law to define the charges laid against us.
7. It is unclear which legal system the court is using.

Cellis Draka and the rest of the dogs that claim to govern Helia, ask no further questions of the jury. They will not answer you. They have returned a guilty verdict, and they will speak no more. There is no recourse to appeal this decision. The only decision you have left is whether you will admit the guilt of your TIC executives and wash your hands of the whole affair, or if you will defend them in the court of force, defying the will of the people of Kartha and invading it a second time, embroiling your moon in a war it will not win to defend a few morally bankrupt ******** who aren't worth the words we're spilling over them.

Protest marches dominate Helian streets today, as the peasants demand more civil rights. A sudden wave of attacks on various freemen supports their claim, as several freemen are discovered murdered, and almost the entire Helian infrastructure collapses, transportation, bureaucracy, health and welfare, everything.

A new faction emerges in the chaos, the so called Helian Emancipation Party of Comraderie (HEP C), which takes full responsability for all the actions taken. Their leader, a man who calls himself "Spartacus". Soon, a small pirate radiostation releases the following press release by spartacus, backed up by posting it all over the various lunar networks:

For too long they have enjoyed the fruit of our labor while hosting us in hovels and feeding us whatever they pleased.

The official statement from Judge

Having been appointed as the Chief Peregrinus by Praetor himself, I have both the responsibility and the authority to render judgment on behalf of the authority of Gaia. This case, while fundamentally straightforward, introduces a higher level of bureaucratic complexity than seen on Gaia. I have taken a great deal of care to adjudicate Karthan law in a manner that is consistent with inter-lunar legal procedure. With respect to the sentencing for each of the charges that the TIC executives have been found guilty, a grand total of 280 years and 3 death penalties are applied to each defendant. The breakdown for the 280 year sentence is as follows, for the charge of Grift, a sentence of 10 years has been assessed, for the charges of Fraud, Embezzlement, Insider Trading, and Racketeering a sentence of 20 years per count has been assessed, for the charge of Extortion a sentence of 50 years has been assessed, the total sentence is doubled for the sheer number and severity of the crimes and the wanton disregard that the TIC executives had for the keeping of the law. T.I.C. Sentences Carried Out

The executives are marched out of the prison and put on a spacecraft. The spacecraft sets a collision course for Helia, then, once it has gotten to the point in its trajectory where it doesn't have to accelerate any more, opens its cargo bay and spaces the T.I.C. executives. It then turns around. In a couple of days, the explosively decompressed ex-executives should burn up in the Helian atmosphere, providing a dramatic backdrop to its ongoing rebellion.

The Gathering-At-Dawn Session Notes

Today has been one of the most controversial days in the recent history of the Gathering-At-Dawn. Confidence in the current Orator and the Gathering's strategy of Gradualism has been shaken due to the Helian scandal and the lack of consensus on what position to take on the Helian Emancipation Party of Comraderie.

For those out of the loop, the revelation of the nature of the Helian political economy has cast a great deal of suspicion on the competency of the current leadership to hold to the principles of the Aseioni revolution, the effectiveness of Aseio's ability to gather information on other moons, and the strategy of bringing about "Theian liberty" through gradual, trade oriented means focusing on interlunar cooperation (so called Gradualism) - the strategy proposed by the former Orator Elyan Vitkari. In addition, the revelation of the T.I.C. conspiracy, which many feel the current Gathering was slow to believe, has led some to call for a vote of no-confidence in the current Gathering and to replace the strategy of Gradualism.

These issues have deepened some divisions that we've been seeing in the Gathering since Contact - the tensions between Cohesionism and Traditionalism, the Militants and the Gradualists. And who to blame for these failures of intelligence has been a major issue in itself, one which some seem to be trying to maneouver to their benefit. Most of the attention has fallen on Peruni, succesor and former assistant to Elyan, which has led for support to idea of recalling Elyan from the Garden. Others point out, however, that Orator Peruni held close to Elyan's strategy of Gradualism and that it was Elyan's administration that led to closer relationships to what others call 'Counter-revolutionary powers' such as Helia and Agamemnon. Others feel that the blame falls more precisely on the shoulders of Otopkin Aseio and his Discovery Cooperative, and his failure to report on the Helian situation despite being one of the few Aseioni to have visited Helia.

The result has been a total lack of consensus in the Gathering-At-Dawn, and the notion of a potential vote of no-confidence. On the question of the HEP C, some have argued for a position of non-interference, calling it "an internal matter of Helia", while others, such as the Demascian League and the League of Power and Prosperity have threatened to bypass the Gathering completely in an attempt to assist the rebels. The Demascian League, centered at the city of Arawanorat, have threatened to put Labal Arawanorat as the new Orator. Labal, while being a major contributer to the early acceptance of the Gradualist strategy, has also been a vocal critic of what he has called "the mere reform and complacent liberalism - the stillborn revolution - of Elyan's Aseio".

Chifeo Tousk has opposed Labal's bid for influence and has warned that the city of Tousk and other like-minded cities would sooner secede from the Gathering than follow Labal.

The Mediator has called for a suspension of today's session, and has been working to outline a plan to reach some sort of consensus hopefully in tomorrow's session. After conferring with other observers, I suspect that the Mediator will likely call for a plan of action on the Helian problem before tackling the potentially more contentous issue of what to do with the Gathering's leadership.

Bureaucracy Generals Announce Seizure of Helian Weapons

In light of recent revelations about the Helian government, the Bureaucracy decided not to return weapons rented from the Helian government during the war of Khartan Aggression, five years ago. During a press conference, an Agamemnon Internal Affairs representative said, "Helia was one of the least helpful moons in the War. They didn't care that one moon was waging unprovoked nuclear war at all-- they were just looking to make a quick buck, which makes a lot of sense in hindsight, since they treat their own citizens the same way." When asked about the impact this would have on Helian relations, he remarked, "Frankly, we don't care what Helia thinks of us. They're the worst kind of mercenary; we know they conducted espionage for money for us during the war, and we know that Kharta's intelligence agency couldn't have been responsible for all the espionage that went on prior to the war. We also know that Kharta had a very favorable trade balance with Helia prior to the war, and it doesn't take a rocket scientist to connect those dots. We have no faith in Helia's commitment to human rights-- at one point, toward the end of the war, Helia actually offered, completely out of the blue, to mount a nuclear attack on Kharta for money! Needless to say, Agamemnon has no need to be friends with such scum.

That is why the government of Agamemnon officially declares the pack of slavers and blackguards that calls itself the government of Helia a terrorist organization. We do not, at this point, wish to topple them through military intervention, but it remains a option if Helia does not immediately begin real social reform and interlunar talks with the HEP C to address its people's concerns. War is an ugly thing, and we do not want to bring it to Helia."

Epidemic in Panteras

After more and more colonists began to settle on Panteras and spread wider and wider over the moon, some of them became affected by a strange disease: what first seemed like a harmless fever soon developed in a lethal disease, which could depopulate entire small outposts in a span of a few weeks.
Symptoms include increased sleepiness and inactivity, followed by high fever and death in a time of just about three days.
The reaction of the population could soon be called panic, with many trying to leave the moon with the first trade ships, while others tried to isolate themselves in their settlements.

Population growth rate for Panteras reduced from 10% to 4%, Unrest increased by 2 points.

Rebellion Falls Apart
Following the hasty restart of the many civil system, as well as numerous and effective police informers and rebellion deserters, all but a small core of the rebellion has either deserted for amnesty or taken Asesio's offer of freedom.

After A month-long debate, a new civil system was decided for Helia. The decision was made to make everyone Freemen.

After a few weeks of awkward explaining and a few bloody vendetta's, a very complex social structure was set up. The fact that in the Helian language "employ" and "own" are the same word probably helped.

Discovery Coop Status Update

As a result of the recent consensus achieved by the Gathering-At-Dawn, the Discovery Cooperative has been reconstituted. There are now two Coordiantors for the whole Coop, a Base Coordinator responsible for interlunar affairs on Aseio, and a Field Coordinator responsible for Aseio's off-moon affairs. The present Base Coordinator is Stojan Shevet, and the current Field Coordinator is Otopkin Aseio. In addition, the following task groups have been established within the Coop.

The Helian Refugee and Reform Action Group (HRR)
Coordinated by Peruni Tatseka
As a response to the development of revolutionary class struggle on Helia, and due to the relationship between the government of Helia and the Gathering-At-Dawn, Aseio has taken in refugees and escaping revolutionaries. Despite our policy of respecting the cultural integrity of the home moons, Aseio can no longer take a simple neutral stance towards the situation on Helia. This action group is composed of Aseioni citizens, as well as Helian refugees granted honorary Aseioni citizenship, and is tasked with using whatever influence Aseio has within Helia to ensure the well being of the traditional underclass of Helia.

The Ethnological Encyclopedia of Theia Project (EET)
Coordinated by Otopkin Aseio
Tasked with the project of observing, collecting, and understanding the whole spectrum of social, cultural, and political variation within the Moons of Theia. It is our hope to develop a comparative and complete understanding of the whole Theian community. It is our hope that this understanding will help prevent any future conflicts, nourish the desire to "see the lives of others through lenses of our own grinding and that they look back on ours through ones of their own", and to answer the still unanswered question - how did the Moons of Theia come to be populated? The information provided by this work will be collected in encyclopedia format and be made available to all.

The EET Project requests permission to send 1 to 5 observers to each populated moon for the purpose stated above.

Emperor Agamemnon XLVIII Abdicates!

His Divine Imperial Eminence stepped down from power midway through the Fifth year of his reign, citing his son's remarkable abilities, and a history of Emperors that resign from power before they become incapable of using it. He reportedly enjoys fishing, and has purchased a cabin on the remote sea of Alteria. The Bureaucracy and all of Agamemnon wish him well.

His son, Agamemnon XLIX, has recently taken up the mantle of Holiness, and is expected to institute a variety of reforms he feels are necessary to keep Agamemnon great in the future.

Emperor Agamemnon XLIX Institutes Social Reform: New Caste System Dubbed "Ziggurat Imperium"

Agamemnon XLIX, drawing on extensive research conducted while he was a prince, has instituted a new governmental hierarchy, to replace many of the Bureaucracy's political functions. The system has 7 levels of power, and each level has ten times fewer representatives, resulting a chart that resembles the Ziggurat architecture of the early Imperial City.

At the most basic level, people are organized into "blocks" of ten individuals. Each block will elect one of its own (which requires a plurality, and in the event of a tie the block forfeits its representative) to be part of the block on the tier above it. Each tier above that is made of "blocks" of these elected representatives. Each 2nd tier block will elect one of their own to be in the next block up, etc. There are seven tiers, representing seven orders of magnitude of citizens; the smallest block is 10 people, the largest block is 10 million people. Each tier will handle political issues that are relevant to its constituency, and if members of another block are involved, that block, on the same tier, becomes involved in the decision-making process.

The Bureaucracy still exists, as a sort of executive branch for the Ziggurat; they don't hold any overt power, but they are responsible for carrying out the Ziggurat's directives.

The Emperor retains the power to issue Imperial Decrees, which may be overruled only by unanimous consent of the top three tiers of the Ziggurat (this is considered a huge concession by the Emperor-- the very idea that he could be wrong is deeply against millennia of dogma). He is also considered head of the Bureaucracy.

Agamemnon Celestial Stratos Formed

In keeping with a long tradition of security and defense, the Emperor authorized the creation of a militarized space fleet, the Agamemnon Celestial Stratos, and a large sum of funds for the conversion of our existing fleet to military use. Senior Bureaucrats remarked that it was merely a continuation of the longstanding policy of peace through strength.

Odysseus Pathological Research Institute Established

In response to the new threat of human disease from an uninhabited moon has shaken the views of many Agamemnoniite researchers. They've pushed for, and been granted, funds for the creation of a pathogen research laboratory, which will be located on Odysseus. Their first task will be to scour the ecosystem of Odysseus, to locate and develop treatments and cures for Odysseus-native human diseases, in preparation for large-scale colonization.

Tech Trade With Olympia

In a gesture of Interlunar Goodwill, the upper tier of the Ziggurat approved a technology trade with Olympia, in that we will provide the plans for Laser Weapons in exchange for the plans for Weak AI, Molecular Engineering, Advanced Metallurgy, and Deep Crust Mining.

The agreement included a Non-disclosure agreement; Agamemnon will not disseminate the plans for Molecular Engineering in exchange for Olympia and the Shin-Ra corporation's agreement not to spread the plans for Laser Weapons.

Transmission from the Aseioni Office on Kartha

The Aseioni Office On Kartha has elected to publish its protocol for consular proposals, as well as elicit suggestions and recommendations from the Theian community on what to do with this year's Karthan Space plan.

Proposal Protocal for the Karthan Space fleet management
1. Karthan resources under coalition management should, ideally, be used to advance and rebuild Kartha. As a result, the Aseioni Office should, generally, give these types of proposals the highest priority.
2. If there is no clear way for these resources to be used for a primarily or specifically Karthan benefit, then they ought to be allocated towards important Interlunar/Translunar issues.
3. If no major interlunary issue presents itself, then the Aseioni Office is open to proposals from all interested parties regarding the use of Karthan space resources. The Aseioni Office, in examining the value of these proposals, will generally preference proposals that either a) benefit moons with an especially small space fleet, or b) provide a public as well private benefit. In the case that the Karthan space fleet is effectively being rented for the use of another organization, then the rent for such use should go primarily, if not entirely, towards rebuilding Kartha.

At present, the Aseioni office sees no opportunity for Karthan interests to be significantly advanced by its present fleet. The Aseioni Office on Kartha, therefore, offers the use Karthan space resources to Leonas if it can assist in relieving the pandemic on Panteras. However, since it seems that Leonas has the situation under control, we are open to proposals from our sibling moons on how the Karthan space fleet should be used, as in accordance with pt. 3 of the protocol.
