I've been doing a lot of thinking about the many ways of building an undead legion master. HH seems really cool and offers a lot of nifty abilities which help offset the loss of casting anything that isn't animate dead (bonus feats like no one's business and up to 4/day animate dead). I decided to run some numbers...

DN = Dread Necro 20
HH = Cleric 10/Harbinger 10
Cha = Charisma mod

Round 1: Animate Dead (Horned Harbinger)

HD for DN = 20 * (4 + Cha)
HD for HH = 10 * (20 + Cha)

For Cha < +12, the HH beats out DN!
+0: DN = 80, HH = 200
+3: DN = 140, HH = 230
+6: DN = 200, HH = 260
+9: DN = 260, HH = 290
+12: DN = 320, HH = 320

(If the HH has Evil domain, Cha < +13 now. Though DN could take Arcane Thesis to counter and make it Cha < +11.5ish, or Cha < 9.5ish without Evil domain...)

Round 2: Rebuke (Horned Harbinger)

HD to command:
DN = 20 HD
HH = 100 HD

Round 3: Control Undead spell (Dread Necro)

DN = 20*(2 + Cha) HD
HH = 20 HD

Adding It Up:

Rebuke + Animate ->> If Cha < +20, HH wins in HD; Charisma 49-50.
(HH beats DN by 200 - 10 * Cha until then)

Rebuke + Animate + Control ->> If Cha < +6, HH wins in HD; Charisma 22).
(HH beats DN by 180 - 30 * Cha until then)

I'm tempted to go Cloistered Cleric 10/Harbinger 10 (domains: Know, Death, Deathbound, Undeath)... And bring along a rod of undead mastery for x2 HD.
