One of the features of this Paragon Path lets you use a Longsword as an implement for wizard powers. Do you get to add the proficiency bonus to your attack rolls with the powers?

There is nothing forbidding this, but I am still thinking no, as that doesn't seem to be the intent. Even though the proficiency section says it applies to "attack rolls".

If you have the Staff implement, you still don't get proficiency bonus despite using a Quarterstaff, so I think the Longsword would be the same, yeah.

Aren't quarterstaves and staves as implements seperate types of items?

I would argue no for proficiency bonus, but yes to the enhancement bonus if the sword had one.

The attack isn't with the weapon. It just uses the weapon as an implement.

The only thing that applies for implements is the enhancement bonus. (PHB pg 55)

Not in my book, no. YMMV.

I think it specifically mentions that you can use a staff as a quarterstaff (unsure of the page, however).

You get your proficiency bonus only on powers with the "weapon" keyword.
