Eh..... very distracting, doesn't loop well, and no solid emotional tone comes out of it. As much as Earthbound references get you points, I'd have to say no. If you want that kind of aesthetic, how about War, by :Wumpscut: (http://www.youtube.com/watch?v=MByVLThpfDw), or Homo Gothikus Industrialis (http://www.youtube.com/watch?v=dur2HTGrU-0)?

I'm a big fan of the Clocktower: First Fear soundtrack when it comes to gaming music. It's available online if you know where to look. Much more subdued than either of those, primarily useful for the leadup to the villan, to get them quaking in their boots before the fight even begins?

Umm...Discordance is kind of the point.

It's not a shrill, "American slasher horror" tune, really more of a "mental, Lovecraftian" tune. It's supposed to give you paranoia, not thrills.

A sort of "unseen madness" vibe.

EDIT: I do like your suggestions, though.

I can see what you're going for, but it simply isn't there in that music. It's not well created- it's very much an old gaming style piece of music. A good piece would have a lot more going on at once and with greater detail and skill to it.

OK.

Have any suggestions for something that would be better?

Recitative and Dance, from John Sampen's Shadows and Dawning. It's not perfect, but it's got a decent conflict-feel for quite a bit of it, and a very strong sense of the world gone slightly sideways. The entire CD has a rather twisted-world feel to it, and I've found it worked really well for my purposes (mine at the time being multipurpose soundtrack for dealings with and against a creepy fate-twisting demon spider).

Discordant is fine. The problem is that for background music you want something that sets the tone and can then be tuned out, which requires a certain uniformity across the piece, and I don't think that Mother3 track is a good choice by those criteria. Glad you like the :wumpscut: though; it's not their best stuff (imo), but it's the most solidly discordant while still being good background music. Any EBM band could work though; "Decoded Feedback", "Front 242", "Front Line Assembly", and "[:SITD:]" are some good names for that. Expect anything by any of them to be dark, driving, somewhat discordant, but with techno/electronica elements.

Long as we're going with old RPG music, how about Ceremony (http://www.youtube.com/watch?v=WQWBe5vN9oY&feature=related) from Secret of Mana? Music still creeps me out to this day.

The soundtracks of the Silent Hill games had tons of creepy athmospheric music, could check those out.

Yeah, they were good.

There's always old-school stuff like Holst's "Mars" and "Approaching Menace" (the "Mastermind" theme - scariest chair in the known universe! :smalleek: ) if you want to convey a sense of implacability and dread.
