Belkar didn't kill the oracle. All we see in panel is the oracle with a knife in his lungs, and Belkar's hand holding it. What really happened is that the oracle steal a knife from Belkar and committed suicide out of panel, while Belkar tryed to stop him by holding the dagger.
The mark of justice triggered because Celia accidentally said the activation word.
And we still don't know to who the profecy referred.
