Why do you guys think the Oracle can see Roy? (I mean no one was able so far, he sees future, not ghosts)
my guess?
a) the almighty power of the PLOT
b) Koblod dust.

Because, actually, he is the Good Magician Humfrey (http://en.wikipedia.org/wiki/The_Magicians_of_Xanth#Humfrey), so he knows.
And yes, it's almost a rip-off, but on the other hand the old mage with three test is older than dirt.

Can't be the future cause he was annoyed when he screamed. Thusly he saw/heard him in the now.

My theory: It's just magic. Sometimes it needs no explanation. Like in my RPG, the high level warrior attacked a Dragon with a weapon augmented with stunning power and the Dragon just shrugged it off, saying that 'Your pathetic magic cannot effect me'. No explanation other then that, some things are cooler if their mysterious.

the same reason he had just the right magic object in his pocket to dismiss Roy's ghost. plot. maybe for the plot purposes, the Oracle has in his pocket a wondrous item that allows his to see and speak to all spirits.

as for game mechanics, there are any number of magical and psionic spells, powers and items that could give an "expert" the ability to see and speak to a ghost.

maybe the Oracle has an innate True Seeing and Speak with Dead ability?

it could also be that Roy, being a ghost, SHOULD have the power to manifest and appear to the living. maybe he just hasn't discovered this power fully yet. Perhaps he has partially manifested in a way that only people gifted with certain pyschic abilities can recognize. Maybe he needs to practice more so he can eventually fully manifest to ordinary mortals. perhaps in time he will be able to manifest before Haley. or...

maybe The Giant just thought it was funny.

what is more important isn't that the Oracle saw and spoke to Roy, but that Roy was able to remember the events of the day.

It's pretty clear that Roy doesn't have any ability to manifest to the living. Note here Eugene's behavior. He could only be seen by Roy when Roy had the family sword. And there are other limits on him as well. Eugene has been dead for years and should know the ropes. So it's unlikely Roy has much chance to get around those limits.
