It was a typical Ankh-Morpork night. Which means it was raining while being foggy at the same time. Of course, as long time guards, Corporal Nobbs and Sergeant Colon knew what to do in a night like this: check if all the taverns were still in place. Currently, they were walking down Short Street.
"You know Nobby, it's like this...", started Colon, but then ended the sentence quite abruptly.
"Nobby?"
"Yes, Fred?"
"Do you see the same thing I see?"
"If you see a giant circle of stone hovering in the air above the city, then yes, Fred."
"We should tell Commander Vimes, Nobby."
"Yes, Fred."
"He won't be pleased."
"No Fred."

The patrician glanced at the crowd of assorted important people before him. Most of them were shouting at each other.
"I say we should attack it! It moved into Ankh-Morpork territory!"
"But consider the possibilities for local trade!"
He sighed. It was time for another sub-comitee.

"Mr. Stibbons. What is this thing?"
Stibbons thought about it for a while, trying to put it in simple words with only few syllables.
"Well, Archchancellor, it seems that the city above ours moved through some kind of Interplanar Portal..."
"You want to tell me it's a thing from the Dungeon Dimensions?"
"Not as such, no, Archchancellor. You see, I had this theory about there being many other planes, just like ours..."
"Whatever it is, we should blow it up", interrupted the Dean.

Here is the setup:above the City of Ankh-morpork, on Discworld, something rather strange just happened: a circle of stone, several miles wide, just appeared out of nothing. It is the City of Sigil. For the purpose of this thread, Discworld is limited to those characters usually met inside the city. This excludes, for now, Susan Death, Death, Time, or any other gods or anthropomorphic concepts. Granny Weatherwax will not be present.
In Sigil, we have the faction leaders and other famous NPCs, but not the Lady of Pain. For some unforeseen reason, she is not getting involved, and most of the portals closed. However, air is provided by the discworld, as is sunlight and heat.

First question: what would happen? We have the two most cynical, crime-infested and business-hungry cities in the multiverse, just next to each other. How would the various powers react?
Next question: consider these matchups, for starters (they don't have to end in fights)

There should be more good matchups, but I can't think of any currently. Feel free to contribute.
