Barbarian Class Features
Barbarians are brutal combatants who wield a variety of simple, martial and superior weapons, from greataxes to bastard swords, all intended to savage and destroy anything they hit. Each weapon is individualized to it's Barbarian owner as they take great pride in their weapons. In addition, all barbarians have the class features described below.

Rage
Once per encounter you can enter a Rage, driving yourself to a near-uncontrollable frenzying bloodlust. A Rage lasts your Constitution modifier in rounds. You can distinguish friend from foe while Raging but can not use any Knowledge skills. In addition you gain a temporary +2 power bonus to your Will save when Raging. While Raging, abilities that have the Rage tag will be able to use that special property. If you Rage while wearing heavy armor you are automatically Fatigued and Weakened for the remainder of the Encounter after your Rage fades.

War Cry
Once per encounter, after a Barbarian has successfully reduced an opponent to 0 health points, he may immediately use his War Cry class feature. When using War Cry the Barbarian may immediately use a Second Wind as a Swift action and all of his allies within six squares of him, including himself, gain a +2 power bonus to their attack rolls until the Barbarian's next turn. In addition, if Raging when War Cry is used, all enemies within 6 squares of the Barbarian take a -2-Fear based penalty to their attack rolls for the remainder of the Encounter.

Cultural Weapons
Barbarians come from a myriad of small fringe societies from across the world with a multitude of specialized weapons that they are proficient with. At character creation pick two Superior weapons; the character is treated as having taking Weapon Proficiency feats for both of them.

Wow. This is brutal, indeed.
I don't know if the damage is too high (I didn't finish reading all the classes, including the strikers), but it looks good. I guess that a martial heavy hitter would be good to have besides a ranged/2handed and a sneak attacker.
I'm just not sure about all the abilities that gives you a lot of bonus from strenght. Maybe you could make them add bonus from Con or something, instead, like those axe-based powers.

Good lord. Striker, indeed.

Also, I think you might've mistyped your Healing Surge value. Unless I'm reading it right, and Barbarians only get con mod surges per day. Also, for the sake of wording, "In addition you gain a temporary +2 power bonus to your Will save when Raging." should read "In addition you gain a +2 untyped bonus to your Will save when Raging." since Rage doesn't seem like a power, as opposed to a class ability, and having the word temporary and "when Raging" in the same sentence seems redundant.

Debuffs that have no duration other than encounter?

Lack of "bonus damage" mechanic?

At-will powers that do 2[W] at level 1?

A seeming utter misunderstanding of what "High Crit" means?

3[W] Close Burst 1 Power?!

Daily attack powers on a stricker that don't do any damage?

At-will powers that stun?!

No. No no no no no. No.

Strong, far too strong! Those at-wills are equal to or better than most classes encounter abilities 2 [w] and str damage to adjacent enemies?. War Cry has a permanent effect each encounter that doesn't have an attack roll or save. I can say more, but I think others will cover the problems better than I.

It looks like it took a lot out of the controller too.
Attacking multiple enemys, weaken, stun, push enemys around are basicly the definition of the controller class. So it looks to me like he is controller and striker combined.

I would suggest to do the opposite. Take away the weaken etc. effects. Weaken the at-will to reasonable. Then add extra damage to the at will if the target is under the effect of said debuffs.

For example;

Staggering Blow Barbarian Attack 1
You strike your enemy with such force that his insides are pulped.
At-Will * Martial, Weapon
Standard Action Melee Weapon
Target: One Creature
Attack: Strength vs. Fort
Hit: 2[W] damage + Strength modifier. If the target is hit it is
weakened until the beginning of your next turn.
Increase damage to 3[W] at 21st level.
Rage: While Raging, if this Exploit successfully hits your target
is also stunned until the end of the turn.

To:
Staggering Blow Barbarian Attack 1

At-Will * Martial, Weapon
Standard Action Melee Weapon
Target: One Creature
Attack: Strength vs. Fort
Hit: 1[W] damage + Strength modifier. If the target is
weakened or stunned increase damage by 1[W] + Strength modifier.
Increase initial damage to 2[W] at 11th level; 3[W] at 21st level.
Rage: While Raging, if this Exploit successfully hits your target increase damage by 1[W]. If the target is weakend or stunned increase the difficulty of the save by +2 until the end of the targets next round.

So basicly you go around dealing 1[W] + Strength modifier.
If you punch a weakend target while enraged you deal 3[W] + 2 Strength and have a good chance of keeping the target weakened or stunned.

I like the concept that the enrage stance is mainly driven by the powers that supports it. Maybe even remove the +2 Will bonus to make this more distinctiv.
I further suggest to make Warcry just another Utility or Encounter Power and balance it accordingly. Maybe give him a feature that automaticly triggers an additional Enrage when first bloodied during an Encounter. Or an additional use of second wind, maybe with an basic attack instead of a +2 defense.

Look up page 54 of your PHB. It says there that future classes will include more power sources. Barbarian is among them. He uses Primal power source rather than martial.
I agree with a lot of the comments about its over poweredness. Also, Rage says that it helps only the abilities that have a Rage tag. That is all of them (except utilities) so far. Maybe not all of them should focus so much on having rage active?
If you wanted to go the other way and make him a melee controler, that'd be cool i guess, since there is only Wizard as of yet. But he can't be allowed to do both so well.

Melee controller would be sweet and interesting. A unique look at the barbarian, methinks.

I rather see the Monk as the Melee Controller. I think most people would see the Babarian as Striker and would be disapointed if they choose a babarian and find out they deal less damage then a ranger.
I think it's okay that every ability would have the Rage Tag. Otherwise it could be a waste(or at least feel like it) to take powers without the Tag.
