Outraged by the lack of two-sided weapons (and the inability to do my Darth Maul impersonation), I've come up with a rule to work them into the game.

Weapon Property: Two-Sided
You treat a two-sided weapon as if you are wielding a weapon in each hand. Additionally, you can not attack with both sides of the weapon in the same turn, unless you have a power that lets you do so, but you can attack with either side.
Also, a magic two-sided weapon costs twice as much to buy or enchant. However, if you start at an advanced level, a two-sided weapon only takes up the slot of one free magic item.

Example: Steve is creating a Lv. 25 paladin and he wants a +5 Holy Avenger Two-sided sword. He may select it as his Lv. 25 magic item.

Rules Errata
Dwarven Weapon Training: You do not gain proficiency with Doube-Sided Axe

Eladrin Soldier: You do not gain proficiency with the Urgosh

If you have to enchant each blade seperately, it seems fair.

The Swallow is basically 2 rapiers with the Small property. I'd still put it under superior weapons though.

The Two-sided sword is identical to two Bastard Swords. The Double-Sided Axe seems a bit overpowered. No TWF ranger would choose any other weapon. To make it balanced, I recommend dropping the proficiency bonus to +2, like other axes.

I added some clarification on advanced starts and some rules concerning the feats Dwarven Weapon Training and Eladrin Soldier.

The Swallow is too good. It either needs to go down to d6 or be a superior weapon. The only light blade to hit d8 is the rapier and it's superior. Stands to reason the two handed version would be as well.

Shame there isn't a d7. I could compromise and call it a day.

How 'bout dropping it down to a +2 from a +3? Would that be better?

Yeah, I think dropping it to a +2 would balance it out.
