...so what's Kubota's plan? He clearly knows about the Conservation of Ninjitsu (http://tvtropes.org/pmwiki/pmwiki.php/Main/ConservationOfNinjutsu), as revealed when he sends two ninjas to kill Hinjo (http://www.giantitp.com/comics/oots0453.html). Kazumi's now demonstrating what happens when that trope meets Mama Bear (http://tvtropes.org/pmwiki/pmwiki.php/Main/MamaBear), which leads me to wonder if Kubota had planned for the ninja to be defeated - send a large and hence easily defeatable ninja force, have his men defeat them so he looks like a hero, and blame the attack on a rival to get the nobles behind him. The only problem wiht this theory is that Kubota's official guards are nowhere to be seen - does he hope to get Kazumi's endorsement?

If Kubota knew about the inverse ninja law, he would have sent 1 ninja to kill Hinjo, not 2. The ninja knew about the inverse ninja law, but there's no evidence Kubota does.
Well then, now that I've screwed up your post, I bid you adieu.
P.S. Given that that ninja died in one hit, I highly doubt the inverse ninja law has any practical application in OOTS. Or maybe the ninja was just predicting the future when he said he was death incarnate.

Probably after the ninjas assasinaiting Hinjo failed, he didn't want to take his chances with whatever her name is

Or maybe it was just to set up the joke about a pregnent woman still being incredibly dangerous.
