I've thought of a good system for naming NPCs.
First pick a normal name. For this experiment I shall use Joe.
Say the name over and over and over again really fast, until it is unrecognizable. That name shall be your NPC.
Using this system, Joe = Joyada.
Try it. Post here to share your results, or tell me if it was helpful.
Greg=Rick.
Maybe I wasn't doing it right.
jose=zayoha.
Better.

Short names don't change very much. Longer names change a lot.

I tend to use names which refer to characters in other things. For instance, Wolfram Prower, http://mydndgame.com/?action=character-sheet&character=104 , is refering to both Wolfram Blitzen froma webcomic called Newshounds and Mils "Tails" Prower from the Sonic games. Dax Wildfang, http://mydndgame.com/?action=character-sheet&character=294 , is named after the main character in the Shapeshifter books by Ali Sparkes (the "Wildfang" part fits with hm being a Gnoll Druid).

I don't use a system, I don't actually know how a come up with names. Current ones being used are: Aelenrian, Dol Sireth (not a given and family name, it's one name with two words) and Ydresse. Random generators are handy for getting lots of names at once.

I prefer to look through the spam box of my gmail account. A lot of the most recent stuff hasn't been as helpful, but I find that the sender names are often pretty good for fantasy or sci-fi settings.
