While useful, that is not at all what the OP is asking for.

Try this pdf (http://crystalkeep.com/d20/rules/DnD3.5Index-Races.pdf) from Crystalkeep.

I think your only option without LA would be the Grey Elf, from the Monster Manual. They get +2 dex, +2 int, -2 str, -2 con, and are otherwise like normal elves.

As always, Venerable Dragonwrought Desert Kobold. +3 Int, +1 Wis, +3 Cha, -4 Str, +2 Dex, no LA, costs a feat.

Lesser tieflings are Forgotten Realms-specific, though (as are sun elves), and the OP said Ebberon.

Fire elves and, I believe, Jungle kobolds, from UA.

The D&D Wiki has the basic breakdown: SRD:Races by LA, HD, and ECL (http://www.dandwiki.com/wiki/SRD:Races_by_LA%2C_HD%2C_and_ECL). (This isn't exactly what you want, because you'll need to dig down to get the ability mods for each race.) Look for the effects of character age here (http://www.d20srd.org/srd/description.htm#age).
