It's in everyone's profile, but no one is a member of any. What is a group membership?

I believe those were disabled a long time ago.

Indeed.
It's a standard option of Vbulletin(Which I think we use) forums, entirely removing would take up a great deal of the Moderators their time and it isn't bothering anybody, so its just disabled. Still there, but disabled, saves the mods a lot of work.

It does absolutely nothing, because it is completely disabled and has always been disabled since we first started using this forum software.

What can it do? Well, it can show little group names in the box in the profile... That's about it chummer.
