Evil Mastermind
This template modifies any normal creature into a villain capable of organizing large-scale diabolical plots with a fair chance of success. Whether it's your standard wizard with plans for world domination, or a badger whose just decided it would make a far better king than the dolt that keeps ordering the clearing of his forest, the modified creature is generally more intelligent, charismatic, and mentally unbalanced than others of its kind, with a will to lead and ambition to use it.

The base creature's intelligence and charisma automatically become 18 if they were already lower. If they were already greater than 18, then they gain a +2 bonus to those scores. Insight and Diplomacy are automatically trained for them.

Evil Mastermind
Elite Controller (Leader)
XP Elite
Defenses +4 Will, +4 on all defenses against charm and fear effects
Saving Throws +2
Action Point 1
Hit Points +8 per level + Constitution score

Powers
Climactic Confrontation aura 20
Enemies in the aura cannot take any hostile actions against the Evil Mastermind or his allies, or come within 10 squares of the Evil Mastermind. This aura is removed for the remainder of the encounter after the Evil Mastermind or one of his allies takes a hostile action.

(R) Machiavellian Wordplay (standard; recharge 5,6)
Ranged 20; Level +3 vs Will; The target's confidence in themselves and their cause is destroyed. They cannot move closer to the Evil Mastermind and are dazed (save ends both). Aftereffect: -2 penalty on all attack rolls (save ends). If this power is used against an adjacent enemy, it does not provoke attacks of opportunity.

Loyal Henchmen (immediate interrupt while not bloodied; recharge 5,6)
If the Evil Mastermind is successfully attacked with a ranged attack while one of his allies is within 5 squares of him, he can shift the ally into an adjacent square between himself and the originator of the ranged attack. The attack automatically hits the ally instead of the Mastermind.
