Roy stuck his tongue out in disgust when Belkar showed him the kobold's head with the nachos and the extra crispy salsa.

If you mean post the same thing twice... it's frowned upon.
If you mean post something, and then post something else later, that's perfectly fine.

It's all tolerated. I've never seen anyone get banned, or a thread get closed because someone posted twice in a row. Furthermore, the infamous "bump". If someone wants to revive their (or someone else's) thread, and they happen to do this more then one time, then they have technically posted more then once in a row.

So, don't double post if you have the option, but if you forget sometimes, that's quite alright. Just don't make it a habit.

I believe it is because it is polite to ask before you sig something. If you just take it, there is the possibility (however slim) that the original writer will get mad at you. Perhaps they sigged it as well.
I think it's just a politeness thing, though.

As far as getting to the answer that involves going through every page of every comic looking for characters sticking their tongues out, and I don't know about you but to me that sounds tedious, as to your question about where someone double-posted that was you at the top of the page.

If you are responding to add new information to a thread, and the last post is yours, it is considered courteous to simply edit your previous post, rather than make a whole new post. It's simply an aesthetic thing, to make it easier to follow who's saying what. It's not really an "infraction" type deal, a mod will most likely simply merge your posts and send you a PM asking you not to double post.
