I'm just wondering, does anyone know of a program that allows one to manage the locations of miniatures, but on a computer and minus the miniatures?
To keep track of where each miniature is?

If you're really desperate, you could use any spreadsheet program like Excel. Each cell could be a grid square. Just label them to show which "miniature" is standing in them.
There also used to be an article on the d20srd.org site that talked about how a DM used an LCD projector, a laptop, and Adobe Photoshop to create projected map onto the gaming table that miniatures could navigate. I wish I could do that.
You could also use the dungeon mapping tool on the Wizards website. Download the Webpage so you can use it on your computer. Then just lay a sheet of acetate or clear plastic over your screen and use a marker to keep track of locations.

It's linked in the SRD, but is hosted on Pen, paper, and pixel.

Inkscape makes it fairly easy to throw together a quick map. Make it its own layer, lock it, then just use colored circles on top of it to represent any creatures.

What about RPG managers?
I was thinking about excel, but it seems a bit messy.
