I dont think theres any question about Redcloaks Lawful alignment, since Lawful is described by WotC not as one who follows the law, but as one who favors order.

He knows the domain's spells. He is just surprised that a human (which he all hates and considers untrustworthy) would be capable of knowing the law domain.

Also, he probably doesn't know which Domains the 12 Gods provide, and even if he did he may not expect the High Priest to have chosen that particular Domain over the others he could have picked.
