I was thinking along with bull strength a line of +6 score attribute for 1hr/lvl

Greater Bull
Level 4 Bard Cleric, Wiz/Sorc
Range Target: Touch
Duration: 1/hr level
Saves: Fort (harmless)
Spell Resistance: yes (harmless)

Same as Bull strength but provides +6 and 1 hour per level.

Is it balanced?

To give a quick answer: yes, it's balanced, but only if you shorten the duration somewhat. Like, 5 minutes/level instead of 1 hour/level.
