Does anyone know if Dragonfire Adepts from Dragon Magic can apply the Draconomicon Metabreath feats to their breath weapon? If they can, how does the increased charge time work?

By strict RAW, no- its "at will" with no charge time.

Dragon Shaman from Player's Handbook 2 can- has the normal 1d4 rounds charge time.

To take a metabreath feat, a creature must have a breath weapon whose time between breaths is expressed in rounds.

Speaking of RAW, if you somehow got another breath weapon that has a rounds countdown, you can still get your metabreath feat - and apply it to your at will breath!

Half-dragon, with that feat that gives your breath a countdown. Alternately, the Metabolic Fire graft.

I think there was a sage ruling though, that if you have multiple breath weapons, they all share the same cooldown. So if you are a DFA and a DS, and you used your DFA breath weapon, it would have no cooldown, but if you used your DS breath weapon, it would put your DFA breath weapon on cooldown.

As far as a plain ol' DFA though, there is a feat (as told in the DFA handbook by JanusJones) that can increase the DC of any SU by adding a cooldown. Power something. This'll give you a BW with a cooldown so that you can add Metabreath feats to your normal breath weapon.

Actually, you might want to take that anyway, but either way your best choice for Race is Mongrelfolk Dragonborn, so you can just have that cake and eat it too, since Dragonborn gives you a Breath Weapon with a cooldown (I think.)

Not if you want the fivefold breath of tiamat at your disposal, it isn't... :(

I suppose that this is the best way for low level games, though. The fivefold breath isn't until level 15, and by then the 56,000 GP needed for the metabolic fire is pocket money.
