So I was wondering if anyone could help me make a house cat in 4e since there isn't one in the MM and I cannot find a 3.5 to 4e converter online. Basically I want to have a pet and name him mr. scruffy if I can. (trying to make a 4e belkar for a lvl 2 campaign as well but thats going fine)

look at small to tiny 4th ed monsters- give it heavy Dex, Stealth, good acrobatics, and maybe good athletics- cats are great climbers and jumpers.

Instead of choosing a specific type of animal as your beast companion in Martial Power, you choose a category, and the animal's appearance is left up to you. For example, if you choose cat as your beast companion, you could end up with a lion, a tiger, a panther, etc.

You could choose the cat beast companion and roleplay it as a magically augmented house cat.

Also, the 4E version of the bag of tricks lets you summon small critters as minions. One of the random options was a cat.

Don't forget to give it this:

Wizard's Bane [Housecat 1]
Standard action, target one adjacent arcane character; Dex +10 to hit, 5d20 damage.

What is this Martial Power you speak of and how does one get it? since rangers in 4e dont actually get an animal companion I was just going to try to let my DM let me buy a trained cat... but now I am liking this wizard bane thing I want to learn more...

It's the first sourcebook dedicated to Power Source (roughly comparable to the Complete series books in 3.5).

It has an alternative class feature for rangers to get an animal companion instead of a fighting style.

The house cat must be able to kill a first level wizard in 2 rounds, without criticals.

Otherwise, you aren't playing D&D.

4e characters have a lot more HP at first level, but gain less HP at other levels (unless your 3.5 character has crappy constitution and bad luck with rolls). It works much better than having twice as much HP at level 2 than level 1.

And I'm pretty sure it's easy to dish out 15 damage per round with a cat animal companion. Would probably require using encounter powers, though.

10 Plus Constitution Score at 1st level. So 18 for Con 8, 30 for Con 20.

still high, but it was an attempt at avoiding the Killer Housecat problem.

Wizards get 10 + Con Score HP at level 1. The most a Wizard can have is 20 Con (18 and having a +2 racial bonus). Wizards still have the least HP overall, it's justmuch more than 3.5's "You bit your lip, you die."

Here's some info on the Martial Power sourcebook (http://www.wizards.com/default.asp?x=products/dndacc/217897200). It's out now, and you can buy it wherever D&D books are sold, and you should get it as soon as possible because of how awesome it is. For you, it contains a new Ranger build that gains an Animal Companion rather than focusing on Archery or Two-Weapon Fighting (though you can still do those by just picking appropriate powers). Just pick the Cat category of companion and say it's a housecat, and you're all set.

They are also highly unlikely to have a 20 con, because overall the wizard has very little use for constitution.

However, if the wizard is playing in the Forgotten Realms, he can choose to be from Thay (yes, that Thay) and instead have first level hit points equal to 10 + his int score.

LN Red Wizards might be rather fun to play- the ones in FRCG 3.0 were a bit more interesting than stereotypical Scheming Villain.
