[3.5 Eberron] Contacts

While the Master Inquisitive class details the rules on gaining NPC contacts of various levels, the Regional Education -- Morgrave University benefit (Five Nations) says I get a "lesser underworld contact." Are there any specific rules on what level this contact could be?

I haven't read Five Nations, it sounds like the kind of thing that I would just improvise as a DM.

That's kind of what the Master Inquisitive class description says in the Eberron Campaign Setting book, but that's a prestige class. This benefit seems designed for a level 1 character. Anyway, I'll just ask my DM.

I'll also try to check Cityscape. I don't have that book.
