Heh, I was going to point that out myself, after curiosity as a child drove me to track down what the heck tuppence was. I loved that movie, drove my family nuts as a child watching it all the time. Also, I love the idea, and really, it makes sense. However, iirc, bert seemed to imply that mary poppins was HIS nanny once upon a time. Which suggests that she is somehow able to empower her charges permanently.
