Default Re: Base Class Contest XXVI - Flipping the Table

    Spoiler: Rule Descriptions, N-Z
    Show
    Natural Portals
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 minute/level

Trees bear a mystical connection to others of their kind, linked directly through some extradimensional space. If properly prepared, creatures can access this link and travel directly from tree to tree. A creature standing adjacent to a tree may use a full-round action to enter the tree and emerge from any other tree of the same kind within 1000ft. It is impossible to remain 'between' or 'inside' of the trees; transportation occurs instantaneously.

    Nature is Sentient
    Grade: Edict
    Enforcement Time: 30 minutes
    Duration: 1 hour/level

All of nature's creatures have developed intellect comparable to any of the civilized races of the multiverse. All trees and animals are awakened, as the spell, except that they bear no special disposition toward the rulemaker or any other individual, and they speak only Common. Once the rule expires, the awakened creatures return to their previous mental capacity; trees root in the ground where they stand.

    No Color
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 10 minutes/level

There is no such thing as color; the world appears, to all creatures, in greyscale. Any effects that rely on distinguishing the difference between colors do not function, nor do color-based spells and effects such as color spray or hypnotic pattern (though a prismatic wall functions normally with regard to each layer's effects, but does not blind low-HD creatures as normal). This effet may have other effects, as appropriate, at the DM's discretion.
Will save: A creature that makes its save against this guideline perceives color normally, and is affected by color-based spells as normal.

    No Friction
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 round/level

The surfaces of objects and their interaction with others produce virtually no friction. All surfaces, including that of objects and creatures, are affected as if they are spaces or objects affected by a grease spell.
Will save: A creature who saves against this guideline experiences surface interaction normally, and may walk, hold objects, and otherwise interact with the world without needing to make checks or saves to do so.

    No Gods
    Grade: Truth
    Enforcement Time: 1 minute
    Duration: 1 round / 2 levels

There are no gods (or, if they exist, they are distant, unknowable, and uninterested in mortal affairs). Creatures who use divine magic whose source is derived from a deity can cast only orisons; those whose divine magic derives from another source, such as nature or ideals, can cast only spells of 1/2 their highest known spell level or lower. For example, a 9th-level cleric dedicated to the idea of altruism could only cast cleric spells of 2nd level or lower, while a cleric of Heironeous could cast only 0-level cleric spells. Lower level spells which take up a higher spell slot due to metamagic may still be cast; this limitation refers only to the unmodified spell level. Creatures can likewise not make use of spell-like abilities that mimic spells that only appear on a divine spellcaster's list and are of 5th level or higher. This rule may also negate the existence of certain creatures, locations, or objects with close ties to the presence or power of deities, at the DM's discretion.

    No Invisibility
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 round/level

No effect, whether natural, magical, or otherwise, can make a creature invisible. Anything that is or would normally be invisible is fully visible. Creatures that are naturally invisible become visibly outlined along their contours, as if by a thick black pen.

    No Privacy
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute/level

All nonmindless creatures' surface thoughts are continually broadcast outwardly. By concentrating on an individual source, a creature may discern the nature of those thoughts. Without concentrating, you can determine whether a given creature is producing thoughts or not; after 1 round of concentration, you can determine their Intelligence score and their general emotive state (angry, scared, hungry, elated, etc.); after 2 rounds, and each round afterward, you can perceive the surface thoughts of the creature. A creature must have line of sight or line of effect to another creature in order to read its mind this way.

    No Respiration
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 10 minutes/level

The intake and expulsion of air is not required for any creature to maintain life or proper bodily or mental function. Creatures can survive indefinitely underwater, entombed in earth, or exposed to toxic gases (assuming their other biological needs are met). All inhaled toxins or effects which rely on inhalation (e.g. choking smoke) are ineffective.

    No Sight
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute / 2 levels

Creatures never developed the biological apparati necessary to perceive the world visually. All creatures are blind.

    No Sun
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute/level

The sun does not exist. On the Material Plane, this means that the temperature immediately drops by 80 degrees F, and the area is plunged completely into darkness, with the exception of artificial light sources like torches and sunrods. Additionally, a lack of sunlight means creatures vulnerable to sunlight can travel freely outside during the daytime. Darkvision, daylight, torches, and other effects that enable lightless sight or light production still function normally.
On other planes, this rule only has a noticeable effect if there is one or more suns on that plane. Its effect is identical, in such cases, to its effect on the Material Plane.

    No Turning
    Grade: Regulation
    Enforcement Time: 1 minute
    Duration: 1 hour/level

The mechanism by which clerics and other characters and creatures channel energy to turn or rebuke the undead or other creatures does not exist. No creature can be turned or rebuked.

    Nontoxic
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute/level

Poisons and venoms do not have any effect. They can be delivered and administered as normal, and affected creatures must still make Fortitude saves, as normal, but no effect occurs. A creature who has failed its initial save against a poison effect, but who has not yet had to make their second saving throw before the duration of this rule expires will be susceptible to the secondary poison damage when that time occurs.

    Obedient Undead
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 minute/level

Any living creature can impose its will upon the undead merely by speaking in a commanding tone. As a standard action, a creature can initiate command of any undead creature it has line of effect to, as though using control undead, except following the HD restriction described here. If the target undead is already under the control of a different living creature, the current controller and the attempting controller must make opposed Charisma checks; the character with the higher check result gains control of the undead creature. Continued control of the undead requires the ability to speak and be heard by the target. A single creature can control any number of undead, whose total HD do not exceed twice their own, and cannot control any single undead whose HD is greater than 5 more than the controller's own.

    Obscurity, Lesser
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 hour/level

Scrying is impossible; all divination (scrying) spells and clairsentience (scrying) powers, as well as abilities that imitate or duplicate these effects, simply fail.

    Obscurity
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 hour/level

As lesser obscurity, plus no ability can function whose effect is granting perception of the immediate environment beyond that which is available to the natural senses. Effects such as detect magic, detect evil, arcane sight, true seeing, see invisibility, etc. do not function, but blindsight, darkvision, tremorsense and so on function normally. Essentially, any extraordinary sensory methods work normally, but any magic, psionic, or supernatural sensory methods do not.

    Obscurity, Greater
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 hour/level

Divinations of all kinds are impossible. All divination spells, clairsentience powers, and all similar abilities or effects do not function.

    Only the Truth Matters
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 10 minutes/level

Rules whose grade is law or below do not function. Only truth-grade rules have any effect.

    Paper Reality
    Grade: Truth
    Enforcement Time: 1 minute
    Duration: 1 round / 3 levels

All matter (except air) is made of carefully folded, colored paper. Solid objects are hollow; all creatures and objects are extraordinarily flimsy. No creature can have more than 1hp per HD, and objects can have no more than 5hp; both lose all extraordinary damage reduction, hardness, elemental immunities, and elemental resistances. Effects that require a Fortitude save do not function unless they also affect objects. Attacks, whether magical or nonmagical, deal no more than 1 point of damage per attack; attacks that produce multiple impacts, such as magic missile or an attack with the Manyshot feat may deal 1 point of damage per hit.
The exception to this new paper reality is magical fire (not including that found on the Elemental Plane of Fire or produced by its denizens' natural abilities, though any racial spellcasting or spell-like abilities function normally). Magical fire deals its normal damage, catches all materials on fire, and spreads at a rate of 100ft/rd. The smoke produced by this fire is also real, and not made of paper (or else a single spark would instantly expand and destroy the universe).

    Peacetime
    Grade: Guideline
    Enforcement TIme: 1 round
    Duration: 1 round/level

Creatures cannot attack. Any attacks that originate from outside the area of the rule's effect, such as arrows launched, are considered environmental hazards, like traps, and still function. For the purposes of this rule, an attack is any action that would end the effect of an invisibility spell if taken by its recipient.
Will save: A creature that successfully resists this guideline can attack normally.

    Persistent Magic
    Grade: Law
    Enforcement Time: 1 round
    Duration: 10 minutes/level

Whenever an active spell would end, it instead continues as if re-cast by the original caster in the same parameters. This may involve rerolling damage (e.g. wall of flame) but cannot change the location of spell effects or their targets. Spells whose duration is listed as "Concentration" do not require concentration to maintain, though those that use Concentration to gain additional effect (such as detect magic) still require it. Instantaneous effects are repeated each turn, re-cast following the guidelines described here. This rule does not affect spell-like or supernatural abilities.

    Persistent Psionics
    Grade: Law
    Enforcement Time: 1 round
    Duration: 10 minutes/level

Whenever an active power would end, it instead continues as if re-manifested by the original manifester in the same parameters. This may involve rerolling damage (e.g. energy wall) but cannot change the location of power effects or their targets. Powers whose duration is listed as "Concentration" do not require concentration to maintain, though those that use Concentration to gain additional effect (such as detect psionics) still require it. Instantaneous effects are repeated each turn, re-manifested following the guidelines described here. This rule does not affect psi-like or supernatural abilities.

    Power Cap
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 minute / 2 levels

No creature can have more than 40 racial HD or 25 class levels. For each class level and racial HD in excess of these values, that creature gains one negative level (which lasts for the duration of this rule's effect).

    Pride Is Your Downfall
    Grade: Guideline
    Enforcement: 1 round
    Duration: 1 minute/level

Whenever a creature would gain a circumstance bonus in combat (e.g. due to favorable conditions), they are filled with a sense of arrogance about the situation they find themselves in, imposing a penalty equal to the bonus they would otherwise receive.
Will save: A creature can resist this rule with a Will save, accepting all bonuses without penalty.

    Primitive State
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 minute/level

Higher levels of consciousness never evolved; all creatures' Intelligence becomes 1. All are unable to use Intelligence-based skills, cast spells, understand language, or communicate coherently, but know who their allies are and can cooperate as well as any pack animal.

    Psionics is Blind
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 round/level

Psionic power, though powerful, does not and cannot change based on the nature of its target. Any power which require the target to be a specific creature type cannot function; any that require the target not be a specific creature type always function, regardless of the target's creature type.
Will save: A creature that successfully saves against this rule can still manifest powers which target specific creatures, but cannot affect the wrong types of creatures with powers that specify against certain creature types. The creature can receive the benefit of any type-specific powers manifested by another who resisted the rule's effect, but as no one who did not can manifest such powers, anyone that resisted the rule effect cannot be the target of those powers.

    Psionics is Hard
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 round/level

The flow of psionic energy outward from a manifester's mind is impeded. Successfully manifesting a power requires a manifester level check against the rule save DC. A failure indicates the number of power points that would be spent on manifesting that power are wasted, to no effect.

    Psionics is Normal
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 round/level

All creatures who do not already have it gain the (psionic) subtype, and any who do not already possess a power point reserve of 10pp or greater gain a number of power points equal to their Charisma modifier (unless that modifier is negative), and an effective manifester level equal to 1/2 their HD. This pool of power points and the associated manifester level are separate from any existing psionic ability. With this newfound psychic power, creatures are able to manifest any power from the psion/wilder list, including discipline-specific powers, provided they have the power points to fuel it, and a psion of their effective manifester level would be able to learn the power. In addition, all creatures gain power resistance equal to their HD plus 10 (a creature that possesses a better PR retains it but it does not increase).

    Psionics is Very Hard
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 minute/level

The flow of psionic energy outward from a manifester's mind is severely impeded, and attempting to make use of this conduit is a risky endeavor even for the most practiced psions. Manifesting a power requires a successful manifester level check against the rule save DC. If the check, fails, not only is the spell slot or prepared spell lost, wasted to no effect, but the caster takes damage equal to the number of power points the manifester intended to spend on the power, minus 2. In addition, non-artifact psionic items function as their mundane counterparts, losing all enhancement and enchantments.

    Psychic Energy is Visible
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

Psionic energy gives off a distinct glow that all creatures who are not blind can perceive. By studying the nuances of the glow closely, more information about the psychic energy itself can be gleaned. Effectively, all creatures are under the effect of a detect psionics spell.
Will save: A creature that makes its save against this guideline cannot see psionic energy, as described in the power, but any psionics on their person or which they use or create does not put off the distinctive glow.

    Pyrokinesis
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

Fire bends to the will of intelligent creatures. Any creature with Intelligence 3 or higher can use a standard action to concentrate and control mundane fires in the area, as if manifesting control flames as a psion whose manifester level equals their HD. A creature can also use this ability to ignite a combustible material, exactly as if the material was exposed to the spark of a flint and steel in dry, non-windy conditions.
Will save (harmless): A creature who saves against this guideline cannot control fire with their mind.

    Reincarnation
    Grade: Edict
    Enforcement Time: 1 minute
    Duration: 10 minutes/level

Whenever a living creature dies, its soul is reforged into a new body. The turn after a creature's death, it is reincarnated (as the spell) except that the new body forms separate from the original, at a point along the outer edge of this rule's area of the reincarnated creature's choice. A creature cannot choose not to be reincarnated, nor is it in control of the new form it will take.

    Rejuvenation
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute/level

Creatures have not aged beyond their peak physical form. Undo all bonuses and penalties to ability scores based on a creature's progression to middle age, old age, and venerable age. This does not affect any other abilities gained based on age, or any effects based on age category under the 12-category age system (i.e. that which true dragons and kobolds use).

    Risky Magic
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 minute/level

Any time a creature succeeds on a save against a spell that targets it specifically, the spell is turned back upon its caster. Unlike spell turning, even touch spells are reflected. If the caster succeeds on his save against the turned spell, it is redirected to its original target. There is no limit to the number of spells or spell levels that can be reflected by a single creature or in a single turn this way.

    Risky Psionics
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 minute/level

Any time a creature succeeds on a save against a power that targets it specifically, the power is turned back upon its manifester. Unlike spell turning, even touch-range power are reflected. If the manifester succeeds on his save against the turned power, it is redirected to its original target. There is no limit to the number of power or power levels that can be reflected by a single creature or in a single turn this way.

    Sanctity of Mind
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 round/level

The privacy and security of one's own mind is sacred. Any spell, power, or ability that makes contact with another creature's mind (including telepathy, enchantments, etc.) result in the attempted contacter suffering 1d4 points of Wisdom damage. If the target of the ability has fewer HD than the user of the ability, the user may make a Will save against the rule save DC to halve the Wisdom damage; no save is allowed against stronger creatures.

    Sealed Dimensions
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 minute/level

Interdimensional and interplanar travel are impossible by the use of magic. Naturally existing portals or boundaries between the planes still function normally, but all creatures are affected as though by dimensional anchor. While this rule does not affect astral or ethereal creatures, if they travel to the plane the rule is in effect on, they are then trapped there.

    Second Chance
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 minute/level

All creatures are revived immediately after the first time they die. Creatures that have died and been restored to life or undeath by any means will thus not benefit from this rule; only the first time a creature dies is negated. When a creature dies for the first time, it instantly revives, with no level loss, and is brought back to 1/4 its normal maximum hit points. It also gains a +2 deflection bonus to AC (or existing deflection bonus improves by +2) for one minute after revival.

    Silence
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute/level

Vibrations do not propagate through air or water. Sound of any kind, including sonic attacks, speech, verbal spell components, music, etc. cannot exist. The entire rule area is under the effect of a silence spell.

    Singularity
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 round/level

All creatures are actually automatons. Creatures types become Construct; any existing constructs with the (living construct) subtype lose it. All Constitution scores become "--", with the creature gaining bonus hit points by size, in accordance with the Construct type. In addition to any damage reduction already possessed, creatures gain DR 10/adamantine. They take half damage from acid and fire, are considered armed even when unarmed, and their unarmed strikes deal damage as a club sized for the attacking creature.

    Size Begets Life
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 round/level

In addition to the normal biological or magical requirements, a creature may become animate solely by virtue of being large enough. All unattended, inanimate objects of Small size or larger are animated (as by animate objects), but possess free will and an Intelligence score of 1. Their initial attitude is hostile toward all living creatures, indifferent toward undead, and helpful toward all other constructs. Objects animated under the effect of this rule have not actually been subjected to an animate objects spell and so the condition cannot be made permanent by use of permanency.

    Slow Time
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 round/level

The flow of time is slowed; for each second that would ordinarily pass, only a half second elapses. Creatures and animate objects behave as if under the effects of a slow spell.

    Soul is Fury
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 1 minute/level

The very spirit of a creature infuses its attacks. All natural and manufactured weapons used by a creature are treated as though they were aligned, in accordance with its wielder's alignment; for instance, a paladin's sword would be good-aligned and lawful-aligned; a druid's club might be either good-aligned, evil-aligned, or have no alignment in particular. Aligned weapons can bypass the damage reductions of certain creatures.

    Soul is Light
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 10 minutes/level

The spirit of a creature and their deeply-held beliefs simply cannot be contained; all creatures radiate a perceptible aura whose nature varies in accordance with their alignment. Effectively, all creatures are under the effect of detect chaos, detect evil, detect good, and detect law simultaneously, except that the effect does not end when exposed to overwhelming auras, each effect is obtainable with one fewer round of concentration. In addition, neutrality (on either alignment axis) also registers as a distinct aura signature, and can be perceived in the same way. Concentrating on the effect increases the perception of all alignment detections at once; perceiving the strength of evil and of chaos in the same creature does not require separate instances of concentration.

    Soul Transference
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 minute/level

Whenever a creature dies, its soul does not depart to its usual destination. Instead, the soul is entombed within the nonmagical, inanimate object closest to the creature at the time of its death. (Creatures without a dual nature, such as outsiders and elementals, are destroyed as normal.) This rule governs the destination of souls after death; when it expires, the destination reverts to normal, and the soul is freed from the object.

    Speech of Paragons
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 round/level

Creatures who truly embody their virtues can express this dedication by infusing certain powerful words with their own essence. Any creature can take a full-round action to do so, duplicating the effect of one of the following spells: blasphemy, dictum, holy word, or[/i] word of chaos[/i]. The alignment descriptor of the spell to be replicate must match one of the character's own alignment components; a neutral good character cannot speak a word of chaos, for example. The spell effect produced does not include the banishment effect listed in the spell description, and allows a potentially-affected creature to make a Will save against the rule save DC to reduce the effect, being treated as though they had six more HD than they actually do. The caster level of the effect equals the HD of the speaker invoking this effect.

    Spell Recycling
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 minute/level

The threshold amount of magical energy necessary to actually cast a spell is greater than the amount necessary to perform the effect. This leftover spell energy can be harnessed by the subject of those spells. Whenever a creature is subjected to a spell, they gain use of the associated Spelltouched feat (Unearthed Arcana), if one exists. They gain the benefit of the spell for a single use (if situational) or for 1 minute after exposure (if continuous).

    Sterile Dead
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 2 hours/level

The biological processes which lead to the decay of dead flesh do not occur. All corpses or their body parts, including meat, bone, skin, fur, and the like are affected as if by gentle repose.

    Stones Speak
    Grade: Law
    Enforcement Time: 10 minutes
    Duration: 1 minute/level

All natural stones and natural stone structures can speak and relay information within the parameters as described in the stone tell spell description. Stones speak Common, Sylvan, and Terran, and speak audibly; anyone who can hear them and speaks the language can understand what the stones have to say.

    Suggestibility, Lesser
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 10 minutes/level

The mind is a fragile thing, and prone to suggestibility. All instructions, recommendations, requests, demands, and the like are treated as though the speaker were using a suggestion spell. The target of such a suggestion receives a Will saving throw, as normal, to negate the effect (against the rule save DC), but spell resistance does not block the effect, as it is not a supernatural or magical ability.

    Suggestibility, Greater
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 10 minutes/level

As lesser suggestibility, except that the speaker's words are treated as a lesser geas spell if the subject has 7HD or fewer, except that the penalty for disobedience occurs once every ten minutes, rather than once per day.

    Superluminosity
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

All objects, terrain, and creatures naturally emanate their own source of light. This increase in available light sources dramatically brightens the ambient lighting conditions: conditions of total darkness become dim lighting/twilight, twilight becomes daylight, daylight becomes dazzlingly bright (creatures are dazzled while exposed), dazzling light instead blinds for the same duration, and any lighting condition or light effect that would blind has the duration of this blinding doubled.
Will save: A creature that succeeds on its Will save against this rule perceives all lighting conditions normally.

    Surging Power
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 round/level

Whenever a creature exhausts one of its pools of energy, it gets one last burst of power. Any time a creature with an ability whose use is described in terms of a limited number of uses in a given time period (such as rage, 3/day, or a spell-like ability useable 1/day) expends its last use of that ability, it immediately gains one bonus use of the ability. Once the bonus use is expended, the creature becomes fatigued.

    Swapping
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 2 rounds/level

Willing creatures can swap their positions. Once each round as a swift action, any two willing creatures can instantly transpose their positions, as if each had used a greater teleport to the other's position, simultaneously. Both creatures must use a swift action to do this; if one of the participants has already acted this turn, they sacrifice the swift action from their next turn.

    Telekinesis
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 round/level

The force of the mind exerts its will on the environment. Any creature can concentrate (a standard action) to use telekinesis, as the spell of the same name (sustained force function only).

The Gods Have Ears But They Demand Sacrifice
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 round/level

On its turn, any intelligent creature (Int score 3 or more) can use a full-round action to voluntarily inflict upon themselves a number of hit points equal to their current hit point total plus 10. This damage cannot be prevented in any way. A creature who dies by sacrificing themselves in this way can gain the benefit of a miracle spell in the brief moment before they die. Such a miraculous sacrifice can only be made once per day.

    Timeless
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 minute / 2 levels

Time does not flow. Creatures do not age, objects do not decay. Effects with a set duration do not expire. All functions and mechanics which rely on the passage of time do not work properly, as if on a plane with the timeless planar trait. The only exception to this is that the duration of this rule's effect proceeds in accordance with the normal passage of time for the location it is enforced.

    Truth Revealed
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 minute/level

It is impossible to hide the true nature of things. All creatures benefit from a true seeing effect.

    Undead Have Auras
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

The necromantic energies that animate the undead produce a distinctive and perceptible aura. All living creatures can detect these auras; treat all such creatures as being under the effects of a detect undead spell, except that gaining additional information through concentration requries one less round of concentration to do, and that the effect never ends due to an overwhelming aura.
Will save: A creature that saves against this guideline cannot detect undead in their vicinity. An undead creature who saves also does not produce the distinctive aura of undeath.

    Undetectable Alignments
    Grade: Regulation
    Enforcement Time: 1 round
    Duration: 2 hours/level

The moral and ethical beliefs of a creature are private and undivinable. All creatures are under the effects of an undetectable alignment spell.

    Universal Language
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 10 minutes/level

Only one language was ever developed. All creatures that can speak, speak this language; any creature that can understand a language, understands only this one universal language. This language is not Common, or any of the listed languages, and exists only during the duration of this rule's effect.
Will save: A creature that saves against this rule neither speaks nor can understand the universal language, but also retains the use of their original selection of languages, all of which are beyond the comprehension of anyone affected by the rule.

    Universal Telepathy
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 10 minutes/level

The minds of higher beings are linked. All creatures of Intelligence 3 or higher gain telepathy, with no maximum range; however, this telepathy does not extend across planar boundaries. Creatures can choose with whom they communicate, and block out other creatures as desired. A creature can attempt to intrude upon the mind of another, reading its surface thoughts, by making a Charisma check opposed by the result of a Will save made by the target.

    Unknowable Mind
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 hour/level

One's mind is a private, protected entity, unknowable by all except the one to whom it belongs. No spell, power, or ability can produce an enchantment effect, nor can any divination or similar ability glean information about the thoughts or emotions of the person by accessing its mind. Even wish, miracle, and similar effects are blocked when used for these purposes.

    Unshakeable/Untouchable
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 minute/level

When this rule goes into effect, either a creature's mind or body becomes unshakeable or the creature becomes virtually untouchable. You choose one saving throw: all creatures automatically succeed on that type of saving throw whenever exposed to an effect that requires it.

    Untraceable Acoustics
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

Creatures do not have the ability to determine the direction from which a sound originates. Any sounds seem to come from within the listener's own head.
Will save: A creature that succeeds on its Will save to resist this rule can perceive sound directionally, as normal.

    Veganism
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

No creature craves, nor is capable of deriving sustenance from, meat or other animal products. All creatures are strictly herbivorous. This includes creatures such as vampires, who feed on blood, and any creature that consumes the soul of its victims. Creatures will not attack purely out of hunger or predatory instinct, but will still fight to defend their territory, to claim something they desire, or to satisfy destructive instincts, such as that which demons often possess.

    Verify
    Grade: Truth
    Enforcement Time: See text
    Duration: See text

This rule has no effect on its own, per se, but instead duplicates that of any one other rule of law grade or lower that you know, and takes as long to enforce as that rule. Said rule is enforced as though it were a truth, taking up the appropriate rule grade slot and affecting the entire multiverse; if the verified rule is a guideline, it no longer allows a saving throw to resist. The duration of the verified rule is halved. Otherwise, the rule functions as normal.

    Vulnerable Vasculature
    Grade: Guideline
    Enforcement Time: 1 round
    Duration: 1 minute/level

The blood vessels of living creatures are fragile and close to the surface of the skin, scales, or whatever covers the creature's body. Any attempt to inflict nonlethal damage instead deals lethal damage. Creatures can still accumulate nonlethal damage from environmental exposure, forced marches, and the like.
Will save: A creature who resists the effect of this rule maintain the integrity of their blood vessels, and take nonlethal damage whenever it is attempted. They are still unable to inflict it on others, however.

    We Are All One
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 minute/level

All creatures are connected by an imperceptible, mystic bond. Anything that affects one creature affects the others; this includes hit point damage, ability damage/drain/burn, temporary bonuses and penalties (such as those provided by spells or raging), diseases, poisons, hit point restoration, condition removal, negative levels, etc. Any time one creature is exposed to an effect, every creature also experiences it, in identical form (i.e. do not re-roll any variable effects). No spells, powers, or abilities can prevent, negate, or redirect the application of these conditions, effects, damage, or ailments.

    Weapons Are Hungry
    Grade: Edict
    Enforcement Time: 1 round
    Duration: 1 round/level

Something in the crafting of weapons imbues them with a natural thirst for combat and bloodshed. Weapons adjust their courses with an instinct foreign to the likes of their wielders to ensure this occurs; all weapon attacks, whether melee or ranged, negate bonus to AC from cover and anything less than total concealment.

    Wishes Have (Limited) Power
    Grade: Law
    Enforcement Time: 1 round
    Duration: 1 round/level

A simple wish, like a child might say upon seeing a shooting star, is imbued with very real magical energy. As a full-round action, a creature can state aloud a wish, thus duplicating the effects of a limited wish spell, but at half power. (Any sorceror or wizard spells of up to 3rd level, any other spell of up to 2nd level, undo any effect that could be removed by break enchantment or dispel magic, or produce effects in line with these, such as imposing a -3 penalty on the next save that a creature makes. Spells duplicated by this ability cannot have casting times longer than 1 round.) Creatures do not have to pay any xp cost to do this.

    Wishes Have Power
    Grade: Truth
    Enforcement Time: 1 round
    Duration: 1 round/level

As wishes have (limited) power, but fully duplicating the effect of a limited wish spell.

    Behold! The Monster Compendium

    My Homebrew.

78% of DM's started their first campaign in a tavern. If you're one of the 22% that didn't, copy and paste this into your signature.
Mine started with the intrepid heroes whisked away to a battle gauntlet in the sky by a mystery deity! It was meant to be strictly a playtest but quickly devolved.
