A leader doesn't exist in a vacuum. In order to lead, they must themselves be excellent. Or there's no point in following them. The class isn't about making the character some unstoppable juggernaut of the battlefield, but rather a pinnacle of charisma, which in a practical sense is more than just force of personality and such, but also a person's luck, ambition, success, and achievements. This doesn't fit with the idea of a "leader" to me.
Which this excellency greatly displays. You might even say it is the backbone of the leader archetype. I believe Rider of Fate/Zero put it quite well, if you want to look up Ionian Hetairoi. Edit: Alternatively, just look at the class quote. It's the same one.
A big part of what I love about this class is that its abilities aren't just mechanics, but that it fits the archetype to have what it has.
