As for revisiting the concept with Cloud and the pseudo-jinchuuriki, I think Kumo would want at least one guaranteed pseudo-jinchuuriki for them in exchange for at least one guaranteed pseudo-jinchuuriki for Sound in that deal. that sound fair?
also here are a few Suna characters, mind you, I'm open to modifying most of them, Ayaka is the resident Kimiko counterpart (its how I started planning all the characters for the nations) so she is the one I primarily am focused on keeping the same. Originally she and Saeki were going to be the same character but the two concepts were too busy so I decided to split them into two. while Ami is a jinchuuriki and probably should be the most carefully handled, while Benkei....let me know if any of the strange weapons he wields is a problem or something, because he is supposed to have an arsenal of magical weaponry at his disposal. they might or might not be in a team, I haven't set that in stone yet, as it might be wiser to make a fuinjutsu user be the team leader to keep Ami in check either and combine their fuinjutsu with magnet release. also I should come with a last name for the Kazekage's clan. its real frustrating that Gaara's family don't have last names actually.

1-Jigen No Tsurugi (Space Cutting Blade)
A sword that cuts space to make a portal, the first portal glows blow and the end point portal glows red and one must swing twice to set up the start and end points of the portals
2-Wasure Raretaha (The Forgotten Blade)
A sword that doesn't cut physical matter, but instead cuts away memories whent hey go through someone. The more skill someone has, the more memories they can cut from someone
3-Yoru No Chi (The Demon Blade That Talks)
This black katana talks, constantly talking through telepathy about destroying evil but not knowing what evil is. It drains chakra from both those it stabs and slice and the one who touches the handle with their skin, oozes black smoke and can cut peoples souls. Can read surface thoughts and try to influence its wielder to destroy evil when you grab it directly, which translates to killing everyone around them. One of the better uses for it is to toss into a group of enemies to make them kill each other with it until the last one commits suicide.
4-Sakuranohanabira No Ha (Sakura Petal Blade)
A sword that can divide its blade into a big cloud of sharp floating metal cherry blossom petals that can be directed with the users hand movements to shred anything to bits
5-Jishakuken (The Magnet Blade)
A blade infused with the power of a magnet release user long ago, it can either attract metal in a spherical area, making it all automatically fly and stick to it, or repel metal in a spherical area and thus make it fly apart as an attack.
6-Onmyō bunri-gatana (Yin-Yang Separation Blade)
This strange blade when it cuts someone in half doesn't kill them, but rather divides them into a yin and yang versions of themselves harmlessly. The two selves act different being only two halves of the true person and will be incredibly confused at the situation. They can reunite by simply willingly touching each other.
7-Mugen No Doku Tanken (Endless Poison Tanto)
A tanto that produces any poison or toxin imaginable on its blade to poison people who get cut by it, user needs to know which poison they're making and channel chakra into it to get the right one.
8-Suigin-jū No Ken (Shifting Beast Blade)
This sword is filled with natural energy and yang energy, constantly growling and shifting ever so slightly like a living being. The user mentally commands it to shift into the body parts of various animals as it strikes to catch the opponent off guard, and any mouth it forms will chomp down and take away from chakra if it hits.
9-Yantatchi (Yang's Touch Blade )
This sword is unable to cut people, instead it is a blade of Yang energy that inject more yang energy as it passes through someone. Wielded with skill to pass through wounds, it heals them, but it can also be used to make cells grow out of control and cause cancer to kill someone.
10-Kusanagi Blade
A practical kusanagi blade. Cuts through anything and is indestructible.

Cloud Clone Jutsu:
Creates a clone out of clouds, very fragile but when pierced, they release an obscuring cloud.
Double Jump Jutsu:
Can blast wind out of ones feet in a burst to make a second jump in the air. The more mastery one has, the more jumps can do and redirect themselves around in the air without needing environmental objects. Benkei can do three jumps total.
Wind Wire Slice:
Imbues the chakra strings with Wind release to allow them to slice through things like razor wire.
Lightning Release:

Personality:
SpoilerAmi, being taught that staying awake is her duty to keep everyone safe from the One-Tailed Tanuki, is constantly asking for stimulants to help her do that. She is a kind girl and shy girl, but also one silently enduring the people around her shunning her even as she fights to constantly stay awake. She can be heard repeating the mantra “can't sleep, people will die” under her breath at times. Instead of sleeping, she constantly paces back and forth to keep herself in motion.
She is instantly suspicious and distrustful of anyone who tries to make her relax as she suspects they are trying to make the One Tails get loose to cause a tragedy.

For as long as she could remember, Ami has been awake. Being the niece of the current Kazekage, she was burdened with the duty of keeping the one tails sealed away, not being able to remember a time when she wasn't doing so. She was fed coffee at a young age and taught various techniques and tricks that previous jinchuuriki have done to keep themselves awake, being told it was her duty, her entire life's purpose to protect people as a jinchuuriki and ninja not only from threats without her power, but to keep the one tails within.
She was taught eternal vigilance was a virtue, that sleep for her was death for everyone else, and that her sacrifice would always be remembered. Already early in her life, her youthful energy gave away to tiredness and constant exhaustion. Even as she got used to it, her body and mind could never function at full capacity because of her job as a jinchuuriki. The One Tails began tempting her with comments like “you should really think about your health, I hear sleeping is good for you” or “why don't you sit back and relax? Your so tense....”. She was taught all of these are trickery by the Tanuki and should never be trusted.
Of course she got bullied by others for being the Jinchuuriki. Being shy and not wanting to hurt people she tried to endure it, it was her duty to keep it in after all, to not let that happen. However the bullies took it as her being weak and thus made it a dare among them to prove their bravery, and it took a toll on her mental state which was already in a lot of stress from not sleeping. Eventually a new girl provoked her, named Ayaka and the combined abuse and exhaustion caused her to snap and use her sand to crush Ayaka's right arm and leg.
But as soon as she did that, she stopped and felt guilty. She ran away crying and in her shame spent more time alone, trying to keep herself alert, keep herself focused on her duty even as she went through the worst day in her life, even as the Tanuki tried to break her from the inside. Even now, she couldn't stop. Falling asleep would be naughty, would be allowing more people to die. She didn't talk to Ayaka even after hearing that she survived, figuring that no one wants to be friends with a jinchuuriki, who would ever forgive their limbs being crushed? So she stayed silent and stayed away, thinking that any apology wouldn't be accepted as she knew she was the one who overreacted.
She figures that a jinchuuriki's life is to be lonely for the greater good and thus keeps herself at arms length to make sure no one gets hurt.

Due to being the One Tails Jinchuuriki, Ami has various side effects of being unable to sleep for fear of the one tails getting out: higher stress, lapses of memory, constantly aching and feeling strained and tired, lacking energy and being unable properly concentrate or focus which negatively impacts her ability to plan as well
To keep herself awake, she has also become addicted to hot cocoa and caffeine, and also takes soldier pills to help that as well.

Unlike other tailed beasts, there is only one tail. Unlike other seals, the jinchuuriki has to remain awake to keep it sealed and if they fall asleep, the one tails gets out. Usual disadvantage of lack of chakra control applies. However there is a state of Half-Transformation.
Half Transformation: A-Rank
Half of the One Tails gets out cover the jinchuuriki and while increasing their power, makes their fighting a bit lopsided and clumsy due to how unbalanced they are.
Full Transform: S-Rank
The One Tails is free and can only be sealed away by the jinchuuriki waking up again. No one knows what happens if the jinchuuriki dies in this state, but the general theory is that it would unleash the one tails for good.

SpoilerShe dislikes to outright hates that she was forced into being an Oasis Nin, and and has taken up weapon puppetry to have an identity outside of it, seeking to collect a thousand weapons to outdo Benkei her teacher. She will do her job, knowing it is vital, but wants more than that anyways and will be vocal about it.
History:SpoilerSaeki from a young age was identified as a water affinity user and trained to be an Oasis Nin. Thus she was taught her sacred duty: to selflessly purify, transport and create water to help all the people of the Land of Wind. She trained relentlessly to use the unique secret techniques of the order, to help her people. That water was never to be used for death or evil. It is the element of life and thus holy. Then she was taught the secret technique to drain water from other people to kill them, kept secret among ninja so that the people of Wind do not know of what would be considered profane to the many kami of the oases. This caused her to question her duty. Was this really all there was to life? Survival? Maintaining the life of others? Was this all she was destined to do?
She began to dislike her job. She wants more from the world, more from life than just being peoples glorified water fountain. She wants to be her own person, not to fight for some higher cause but to fight for herself. Question was how? She found Benkei of the Ten Blades a master of the art of weapon puppetry, a more offensive style of puppetry among Suna, and knew: she wanted to be a weapon puppeteer a warrior and thus sought his teachings.
Benkei of course accepted her and taught her both the weapon puppetry and why he went around taking weapons: Each one reminds him of different people and ways of life and viewpoints, and that the world is diverse and full of many unique things. As well as a reminder of the world's many dangers. To collect things is to have a unique perspective on the world, and he collected weapons. So she resolved to someday surpass him and possess ten or even a hundred times more weapons than he did, a great ninja that would be known as Wielder of a Thousand Weapons.

Sunagakure Water Jutsu:
The ninja of sunagakure hold water to be sacred as life itself. Most of their jutsu therefore emphasize its more positive supportive uses and the Oasis Nin have a reputation of being sacred water bearers to maintain, however they secretly use terrible and deadly water jutsu that would be sacrilege if normal people of Wind found out about it. This acts a limiter though, as it prevents her from learning other uses for water jutsu that don't align with its sacred value.
Camel's Resilience Jutsu:
Uses their control of water jutsu to enhance peoples usage of water to be more efficient over long periods of time.
Water Purification Jutsu:
Purifies a quantity of water from filth, disease and such separating it from contaminants.
Water Ration Creation Jutsu:
One of the most sacred uses of the Oasis Nin, they use their chakra to create water from chakra alone to fill something, with genins only able to fill waterskins and jounins with such mastery they fill entire wells.
Hydration Drain Jutsu:
This terrifying technique user drains water from someone elses body using puppet strings, or something to pierce the skin drawing out the water. The Oasis Nin often draw water from any fresh corpse they find so as to not waste any water people could need to drain it out of them and store it in a scroll.

Personality:
SpoilerAyaka is smart, but this has led to her social isolation and she prefers to act like her puppet Moku-chan is a real person while controlling her. Often she has entire conversations with “Moku-chan” which is really just her talking to herself. She is however studious, rigorous student. She believes humans to all be idiots or unreliable and thus dislikes them, preferring the company of puppets and wishing to make spaient intelligent ones to be friends with her.

Ayaka early on was interested in fuinjutsu and puppetry and studied a lot into it, making people see her as boring and a nerd, left her little time for socializing and thus she wound up feeling lonely while she trained to be a shinobi. However one day she tried to make friends with a popular clique at the academy, this clique deciding to mess with the nerdy girl said that everyone who must be apart of the clique must first pass a hazing ritual where they do a dare.
Ayaka, being young and not clued in, went along with this. She was dared to make the one-tail jinchuuriki cry to show ”bravery” and wouldn't be allowed into the clique if she failed. So Ayaka foolishly tried to do so to the one tailed jinchuuriki- another unpopular girl her age. She succeeded and got her right arm and leg crushed by sand. Thankfully she had gotten to the hospital in time, and the clique was surprised that this happened and was expelled for their idiocy when she explained the situation to the adults. However now she has to use puppet limbs instead of real ones, and get them replaced every year to keep up with her growing body.
Feeling guilty and lonely even more after finding out those kids were just manipulating her and the one tail jinchuuriki not speaking to her after that incident, she made her first puppet to a very close replica of a girl her age to be her imaginary friend and named it Moku-chan. As she learned how to manipulate her limbs, she also learned how to best manipulate her puppet to be lifelike and began having fake conversations and parties with her puppet, and now she is seen as a weirdo who treats her puppet as a person. Secretly she wants to make her puppet Moku-chan into a real person and is now seeking a way to make sapient puppets, feeling as if humans are not worth her time.

Ayaka's combat puppet, it looks like a girl about her age, but is filled with various combat weaponry similar to her puppet arm, Ayaka uses it to fight for her...but also constantly treats Moku-chan as an imaginary friend and thus is constantly using the puppet to have pretend conversations and to walk around with her, with Ayaka trying to make Moku-chan as lifelike as possible. As a consequence, she is very good at decieving people into thinking Moku-chan into thinking she is a real person in combat.

Disguise Other Jutsu:
A ranged variant of Disguise jutsu to disguise someone or something else as yourself, Ayaka uses it on Moku-Chan to make people think its herself.
Ayaka's Puppet Arm:
Her prosthetic arm, using sophisticated fuinjutsu and puppet design, is essentially a swiss army weapon with a weapon or tool for every occasion, switching out between functions one at a time. Here are some of the more notable things it can do:

A dangerous variant of the storage seal, when activated it opens a portal to pocket dimension thats a vacuum inside. In sucks in everything in front of her in a cone for ten seconds and then it is filled. To be used again, she must release the seal, which fires everything sucked up back out as one projectile
