He's on Agatha's side because Albia ordered him to be - and since Agatha doesn't appear to be willing to go to England as the hostage/pawn Albia wanted her as, Wooster may have decided that her interests are better served elsewhere.Personally, I think he is engaged in some counter espionage, dealing with the insidious machinations of Baron Oublenmach who was last seen somewhere in Mechanicsburg.
