Kensai Hori stood to address the council following the statement of the representative of the Rabbit Clan

"I must voice my agreement with Senator Kong, but, I do not believe it goes far enough. It still relies on men and horses who can easily be intercepted and must take to the roads adding considerable distance to any trip. However, if the mystics of my order were assigned to these frontier posts we would be able to use trained birds to relay these messages to others of my clan in total secrecy. The barbarians would be unable to intercept these messages and the birds would be able to take the most direct routes avaliable flying over mountains and rivers."
