Dukar Wizards? (Champions of Valor, Forgotten Realms V.3.5)

I was flipping through Champions of Valor tonight, and I came across the substitution levels for a Dukar Wizard from the Sea of Fallen Stars in the Forgotten Realms (version 3.5, again).

Anyway, I must've read that entry 10 times before, but this time the concept struck me as kind of cool, with lots of potential (even though I don't think they took the idea as far as they could have).

So my question is:

Is there a Dukar Wizard Prestige Class somewhere? Or is there more information about them in another book (probably one I don't have with my luck)?

Any help in finding what I'm after would be great. I'd like to re-design the sub-levels, or make a Prestige Class if it hasn't been done already. But I would like to see all of what is already out there first. Thanks!

By the way, these are the wizards that implant bits of coral under the skin of their palms, in case that sounds more familiar or you've never seen the entry in Champions of Valor.
