[3.5] Non-epic spell creation
Is there rules for spell creation that are available for creating non epic spell? If so can I get a link please and thanks.

There are guidelines in the DMG, but no hard rules.

I don't believe there are any definitive rules, but the PHB/SRD just have this to say:

I guess I was asking because a Psion in our group is trying to get the Geas spell as a psionc power, and I was just curious about how he would go about paying to research it.

In that case, you might want to take a look at the DMG rules for new spells (to determine any GP or XP costs to learn them), and then maybe check out the Erudite Psion "Spells to Powers" variant from the WotC website (scroll down pretty far to read it). It can give you ideas about how augmenting and stuff like that would work for spells being converted to powers.

You could look into Incantations from UA/SRD, it may be what you're looking for.
