We've only heard of one ocean so far.
The phylactery, I believe someone said, is hollow, so it should float on the top of the water.
The island to which V teleported the fleet to is in the ocean.
is this viable?

I suspect the island the fleet was teleported to is nowhere near Azure City though. It's got as much odds as ending up on the small island where V took refuge.

A normal phylactory would be a hollow box but this is a holy symbol. I kind of doubt it's hollow. However, holy symbols can be either made of metal or wood.
