in the BoVD there is a spell called dancing chains, does that allow you to make attacks with each spiked chain (in my case: 11) per round, or do you simply attack with one and the others are merely under your command?

Back to the original question:
It does not summon chains, it animates chains you already have on hand. It says each chain can attack using the caster's ranged attack bonus, though it says nothing about them being able to full attack so it would be one attack per round from each chain. The caster controls one chain per level as a standard action, meaning you must use a standard action each round to control the chains. Therefore, if your caster level is 11 and you have at least 11 chains on hand to animate, then the spell grants 11 attacks each round for the duration at the cost of a standard action per round from the caster.
