Default Help with figuring out equivalencies (PF/3.5)

So I am in a 1-20 PF/3.5 game and, since the group usually does much shorter campaigns (only a few levels), we are trying to work out how to keep our characters appropriately powered after each DM/adventure (as we are switching DMs every few weeks). The idea was to cut everyone back to what the WBL tables say every time we switched DMs.

We then discovered a problem. Wealth by Level leaves us slightly weaker than if we were able to just keep the stuff we found/bought while adventuring. So we stumbled along the idea of something similar to "Legacy Items" that were specific to each character, were the exception to WBL and gained power as the character leveled up.

Our thought was to give each character an additional +1 equivalent bonus on a weapon/armor every other level (giving a +10 equivalent item at 20th level). This is great for us, but for two things. One of the characters are using two weapons (a rogue) and we can't quite figure out the best way to make his two weapons equal to the greatsword that the fighter is going to be getting. Also, a couple of us are playing casters who don't have much use for legacy weapons or armor and would prefer something else. What do you suggest for that? Is just taking the gp amounts for the enhancement equivalents fair?

    Thanks!

You could simply rule that only one of his weapon receives enchantment. Alternately, rule he gets the equivalent in gold cost towards enchanting both.

If you're going by the books, treasure received includes a pretty fair number of consumable items and assumes you're going to use them. Wealth By Level consists mostly of the permanent/semi-permanent items left after that. The WBL reset should work pretty well if your rotating DMs think to include a larger supply of useful consumables and the group gets into the habit of using them.

Can WBL and use the level-scaled Book of Gears magic item rules. They make it much easier to add or deduct magic on the fly than counting gp in the tens of thousdands, and the 8 item hard limit keeps things within the bounds of sanity.
