Is there any class feature, feat or item that allows a wizard to cast a spell without paying XP costs, similar to how the dweomerkeeper can do so by turning the spell into a supernatural ability?

Uh, the most direct way I can think of is to just use the actual Dweomerkeeper class, it can be used to progress arcane casting just fine.
