Creating custom magic items
Where are the rules or guidelines to do this? This is a must for my character in an upcoming game? And what sort of things do they allow?
Give me any character, and I will give you a freeform conversion.

Here are the rules/guidelines from the SRD, I don't know if there are any other rules for this sort of thing in the magic item compendium or rules compendium, but those could be places to look.

MiC has official item creation rules, SRD has additional item creation guidelines.
Rules Comp has neither. Starting with MiC is probably your best bet. It's a wonderful book.
