[3.5] Lillend in summon monster VIII list?

I've always wondered why the avoral is in the summon monster VII list and the lillend is in the summon monster VIII list. Anybody else have a rationale? Has anybody actually used either? Anybody switched the two? The lillend is a very weak choice for summon monster VIII, although if you can choose the bard spell list and the creature's feats you can bump the inspire courage up to +3.

You can usually choose the spells if it is racial spellcasting not racial spell-likes.
One is always set in stone: the other is the usual choices.

Feats are not chooseable when summoned: most of them take those feats for some reason.

Yeah, making lillends even worse is that they have a metamagic feat that is near-useless because of their casting level.
