Does anyone know where I can find stats for a raptor?
Also the halfling out-rider can be found in complete warrior right?

By raptor, do you mean like the ones from Jurassic Park? If so, they're pretty much the 'Deinonychus' in the Dinosaurs section of the SRS. They're medium sized, so appropriate for a mount for a small sized character, DM permitting.

As for the outrider, it is indeed in the Complete Warrior.

'Raptors' would be in the Monster Manual. Look up Dinosaurs, and Deinonychus (a sub-category in the Dinosaur section).

Note that the MM has the stats for the Large version, and the online errata at the WoTC site, updates it to Medium.

Eberron Campaign Setting also has an alternative version (weaker) the Clawfoot Dinosaur.

161 pounds is the figure given on Wikipedia.
